Prosecutor General Viktor Shokin helped Yuriy Boyko avoid criminal liability in connection with the liquefied natural gas fraud. This was reported to the media by MP Serhiy Leshchenko at a parliamentary briefing on November 12, 2015.
According to Leshchenko, Shokin blocked the submission to the Verkhovna Rada of a motion to prosecute Boyko. This motion was prepared in July 2015 by Prosecutor General's Office investigators. However, Viktor Shokin has yet to sign it, so the motion to lift Yuriy Boyko's parliamentary immunity has not yet been submitted to Parliament.
MP Leshchenko reported that two crimes were involved: embezzlement of property on an especially large scale and participation in the criminal activities of oligarch Serhiy Kurchenko. According to Leshchenko, Boyko, while head of the Ministry of Energy and Coal Industry, covered up Kurchenko's schemes. Specifically, gas purchased at a special rate for Ukrainian households was sold by Kurchenko to commercial enterprises. According to Leshchenko, the oligarch "made" over 5 billion hryvnias from the liquefied gas schemes.
Leshchenko revealed his theory about why Shokin is blocking the motion to prosecute Boyko. The BPP MP noted that the current Prosecutor General's entourage includes a senior assistant for special assignments, Vasyl Dragan. Dragan worked under Yuriy Boyko at the Azarov government's Ministry of Energy and Coal Industry.
"Thus, Prosecutor General Shokin is blocking the idea of holding Yuriy Boyko accountable, while a person close to both Shokin and Boyko now holds a high-ranking position in the Prosecutor General's Office," concluded Sergei Leshchenko.
