The controversial Ukrbud is selling apartments built for ATO fighters.

The Ukrbud corporation, which received the right from the Kyiv City Council to build a residential complex in Kyiv under a guarantee that 100% of the apartments would be handed over to ATO fighters and Ministry of Internal Affairs employees, has put all the apartments up for sale.

This is stated in the investigation by Nashi Groshi.

The case in point is the Verkhovyna residential complex in the Svyatoshinsky district of the capital, which the Kyiv City Council granted the right to build on November 20, 2014. At the time, deputies relied on a letter from Kyiv police chief Oleksandr Tereshchuk stating that all apartments would be handed over to police officers and ATO fighters, as the construction contractor was the Main Directorate of the Ministry of Internal Affairs in Kyiv, which received the land at 109 Peremohy Avenue.

"Regarding the allocation of housing for soldiers serving in the ATO, there is a letter of guarantee from the client, where they specify not a specific percentage that will be transferred, but guarantee 100% of the housing that will be built for personnel, as well as participants in the anti-terrorist operation," said Volodymyr Prokopiv, the chairman of the land commission and current secretary of the Kyiv City Council.

The Ministry of Internal Affairs selected Ukrbud Development LLC, a subsidiary of the supposedly state-owned Ukrbud corporation, as the construction contractor. However, the company does not plan to hand over any apartments in this complex to ATO fighters—all are already listed for sale at 1-2 million hryvnias.

"There is currently no document in this building stating that the apartments will be transferred to ATO soldiers," Ukrbud's sales department told journalists.

The journalists introduced themselves as buyers and asked for comment on reports that all the apartments would be given to ATO fighters.

"I spoke with the manager. Regarding the transfer in this building, there's no official letter. … We tried to find this letter, but it's not there. It was just informational information. Nothing more. Currently, there's no document at all in this building stating that the apartments will be transferred to ATO soldiers," said Nadezhda Rybakova, a sales employee, in response to journalists' requests.

Kyiv police chief Oleksandr Tereshchuk, whose letter guaranteed the transfer of all these apartments to ATO fighters and Interior Ministry officers, declined to comment to journalists. Tereshchuk himself lives in a three-story cottage built on seized land. He was previously dismissed as part of the lustration process, but the president reinstated him. He recently completed his re-certification and was appointed head of the Kyiv police.

 

 

Journalists from Nashi Groshi have uncovered another project being built illegally by Ukrbud: the residential complex "Pobeditel" (Winner). The company is constructing it on land with an unauthorized change of purpose at 2-A Voskresenska Street in Kyiv. Kyiv City Council never granted the company the necessary permit.

The Ukrbud Corporation is a structure that includes dozens of companies. Its leader is Maxim Mikitas, a deputy of the Kyiv City Council of the previous convocation from UDAR, the party of Mayor Vitali Klitschko.

Ukrbud is considered a state-owned corporation, but in reality, according to journalists, the state's stake in it is negligible. Specifically, several companies within Ukrbud's structure are owned by front men from Cyprus and Belize.

Also present in the Ukrbud structure are people and companies belonging to Anatoly Voitsekhovsky, a scandalous Kyiv developer whose scams Ukrainska Pravda conducted its own investigation into.

In particular, Anatoly Magalich is a co-owner and participant in Ukrbud Invest Investment Company LLC. He was also listed as the director of Voitsekhovsky's Ukoinvestbud.

In addition, the company "Ukrbud Development" was previously owned by "Olimpbud" LLC, whose co-owners were listed as Anatoly and Alexander Voitsekhovsky.
