According to the calculations "Word and deed"In 2021, one working Ukrainian will spend an average of 158 hryvnias on the maintenance of the Verkhovna Rada (in 2017, for example, this figure was half that). This includes the salaries of members of parliament and their assistants, the maintenance of parliament's operations, and the upkeep of its property.
How did we get the 158 UAH figure? The 2021 budget allocates 2 billion 536 million 692,7 thousand UAH for parliament. We divide this amount by the 16 million 85,6 thousand employed Ukrainians.
There are 3,765 employees in parliament in total: 423 people's deputies, 1,049 of their assistants-consultants (those who work on a paid basis), 1,119 staff members, and 1,174 employees of subordinate enterprises.
The salary fund for this year amounts to UAH 1,157.6 million. These funds will be used for salaries (UAH 642 million), social security (UAH 313,4 million), utility costs (UAH 37,3 million), travel expenses (UAH 8,6 million), equipment and inventory (UAH 19,3 million), and durable goods (UAH 21 million).
The Verkhovna Rada's administrative buildings, with a total floor area of 80,608.3 square meters, also require maintenance. Their maintenance this year will cost UAH 229,8 million. Utilities and energy bills will cost UAH 40,5 million (this would be enough, for example, to cover six months of utility bills for public institutions in the city of Khmelnytskyi).
In addition, the parliament owns 201 vehicles, and their maintenance will cost UAH 150,3 million.


Funds are also spent on the Verkhovna Rada's legislative activities. Last year, the drafting and review of a single bill cost an average of UAH 301,500. In total, 2,899 bills were registered in the Rada in 2020, and 690 were adopted.
In 2020, the largest amount of funds was spent on information, analytical, and logistical support for parliament – UAH 645,5 million. UAH 76,5 million was spent on supporting the Holos Ukrainy publication, the Rada TV channel, and the production of television programs covering the Verkhovna Rada's work. UAH 38,4 million was spent on legal and other services last year, and UAH 21,2 million was spent on scientific and legal support.
