It turns out that embezzling state property isn't just something that crooked MPs and corrupt high-ranking officials can do, but also ordinary private entrepreneurs. In this case, the illegal business was carried out by clever individuals who used documents from a state-owned enterprise that had been officially liquidated in the early 2000s. In this way, these schemers managed to gain control of 14 ponds and 95 hydraulic structures in the Ruzhynsky and Popilnyansky districts of the Zhytomyr region.
Of course, this wasn't without the involvement of Zhytomyr officials, but whether this was criminal negligence or a classic corruption scheme remains unclear—investigation remains to be determined. One can only imagine the dividends this activity brought to these savvy businessmen over the past 15 years, and, apparently, its illegality certainly had repercussions on other government agencies (including the tax service).
There's no doubt that this activity is illegal: according to Ukrainian law, leasing protective hydraulic structures is strictly prohibited, as is privatizing them. Furthermore, simply leasing them is only possible with a special permit issued by the State Property Fund of Ukraine.
