Ihor Tkachuk, head of the national postal operator, contacted the Director of the Deposit Guarantee Fund (DGF) with a request to investigate the current situation with Ukrposhta's accounts. According to Tkachuk's letter, the majority of Ukrposhta's funds are frozen in accounts at Delta Bank.
Ukrposhta continues to work with Delta Bank clients and accepts their payments through its branches, but the bank does not pay for them.
According to Tkachuk, Delta Bank recommended that they "forget" about paying for services rendered and not violate this issue during the period of the temporary administration, as well as about Ukrposhta funds that were blocked in accounts at this bank.
Moreover, the bank demanded that the funds received by Ukrposhta from the population be transferred, despite the fact that Delta Bank never paid for Ukrposhta's services.
The temporary administration did not accept the transfer of these funds to its account, continuing to demand that the company transfer money from accounts in other banking institutions.
"Ukrposhta, as a state-owned enterprise, has no right to provide services free of charge and calls on the head of the deposit guarantee fund to prevent the artificial blocking of Ukrposhta's funds and to stop Delta Bank employees from blackmailing clients with fines for the situation created by the actions of the temporary administration," Tkachuk said.
At the beginning of March, Delta Bank was declared insolvent.
