Stanislav Kovalevsky
The new government continues to bolster its ranks with old personnel and forge alliances with its predecessors. Meanwhile, it's not just the "Poroshenko bots" who are gaining positions and getting into schemes, but also the "Donetsk bots," whose trusted associates are actively taking over Ukraine's energy sector. And while under Poroshenko, the coal industry and half of the power generation capacity were farmed out to Akhmetov and his "Rotterdam formulas," under Zelenskyy, he is beginning to be squeezed by "friendly competitors" from Viktor Yanukovych's family—his son Sasha the Stomatolog and his close friend Yura Yenikievsky.
Skelet.Org has already reported in detail on the new "coal overseer," Vitaly Belyakov , who replaced Akhmetov's man , Vitaly Kropachev . It also dispelled the absurd rumor that Belyakov was allegedly Kolomoisky's protégé—apparently, this disinformation was intended to reassure those citizens who believe Kolomoisky isn't as "anti-Ukrainian" and criminal an oligarch as Yuriy Ivanyushchenko . Now, the new Deputy Minister of Energy, Svyatoslav Kovalevsky, is being talked about as "Kolomoisky's man." However, you will now see for yourself that he, like Belyakov, is a protégé of the same Donetsk-Makeyevka "family," another of their "overseers," installed directly in the government.
A man without a past
Ukrainians have already begun to get used to the fact that they are seeing many of the faces of the new government for the first time, and that high-ranking positions are occupied by people previously known only within their own circles. But even against this backdrop, the new Deputy Minister of Energy, Stanislav Kovalevsky, is something of a pig in a poke. He is an indecently private figure, who hasn't even bothered to provide a short biography or even a photo. So journalists have had to dig up all the necessary information themselves, digging up all possible sources. And there aren't many, given that Kovalevsky has not only always tried to keep a low profile, but also that much of his past is rooted in rebellious Donetsk.
Stanislav Sergeyevich Kovalevsky was born on March 13, 1969, in Donetsk, where he lived most of his life in a nine-story panel building on Maria Ulyanova Street. The new deputy minister didn't bother to disclose his education or first job (we hope he does have some sort of diploma), but in the 90s, Kovalevsky turned to the marketplace, trading. In the fall of 1992, he registered with the Voroshilovsky District Justice Department of Donetsk as a sole proprietor under number 1573783, receiving a patent under KVED code 52.62.0 (retail trade from stalls and markets). Whether he sold goods himself or hired others, what goods and in what quantities, or perhaps simply participated in some criminal schemes and scams remains unknown. But it is possible that it was there, in the bazaars of the Voroshilovsky district, where, by the way, Boris Kolesnikov also started out , that Kovalevsky found his criminal patrons.
There's no information yet on who exactly recruited Stanislav Kovalevsky into the ranks of the large Donetsk clan, but media reports claim it could have been the crime boss Nurulislam Arkallaev, nicknamed "Nurik." This assertion is based on the open connection between Kovalevsky and Arkallaev through Ecooil LLC (EDRPOU 36616545). This fuel trading company was founded in 2009 by Nurulislam Arkallaev, his brother Roman Arkallaev, and Sergei Tron—and its first director was Stanislav Kovalevsky. In fact, this is the first entry in Kovalevsky's known work history, but what he did before 2009 remains to be seen—since he himself won't admit it!

Nurulislam Arkallaev

Nurulislam Gadzhievich Arkallaev is originally from Dagestan, but he studied in Donetsk. He graduated from the College of Physical Education and Sports in 1981 (becoming a physical education teacher), graduated from Donetsk University in 1985 with a degree in sambo and judo coaching, and earned an accounting degree from the same university in 1988. Afterwards, he went to Dnipropetrovsk, where distant relatives invited him to join the "family business," or more precisely, an ethnic Dagestani organized crime group. There, by "protecting" local bazaars, he gained his authority. In the 90s, at the invitation of Kuchma advisor and founder of the Liberal Party Igor Markulov (aka Ibragim Ramzanovich Merkulov, also a Dagestani), Arkallaev returned to Donetsk with Yuzhkombank. During the Great Donetsk Massacre, Markulov was "evicted" from Donetsk by Akhmetov's group, to which Arkallaev had defected. According to Skelet.Org , Arkallaev betrayed and seriously compromised his relatives, forcing him to live for a long time surrounded by numerous guards and constantly on guard.
Since the mid-90s, Arkallaev had been involved in the vodka business, specifically smuggling Hungarian Absolut through the companies of Viktor Baloha and Vasyl Petevka . His joint venture, Ukr-Ros Invest, controlled the Donetsk winery, and later, Pavel Klimets's Olimp vodka company came under Arkallaev's control . Also in 1995, Arkallaev created Akvilon LLC (EDRPOU 23427801), under the name of which several bazaars operated in Donetsk. It is possible that Arkallaev met Kovalevsky at one of these bazaars.

Roman Nasirov and Nurulislam Arkallaev
Besides this, Arkallaev has another, older and stronger connection – with Alexey Savchenko и Valery GeleteyHe knows them from their UBOP past, since Arkallaev also “stirred up” his vodka business with the help of the Kyiv “authority” Pryshchik - whose inheritance was then divided between his henchmen Alexander Lishchenko and Savchenko, a member of the UBOP. However, Ecooil LLC, which Stanislav Kovalevsky headed in 2009, links him to another well-known crime boss from the Donetsk region...
