The Berlin search of Stanislav Rechinsky, the founder of the ORD, unexpectedly brought the story of one of Ukraine's largest security businesses—the SHERIFF holding company of former Kyiv City Council member Dmytro Strizhov—back into the public eye.
The cyber police are not releasing the victim's name, but the Prosecutor General's Office clarified that one of the incidents concerns publications on May 20, 2026, about a leading Ukrainian security corporation and its CEO. That was the day the ORD published the article " SHERIFF WITHOUT SECURITY: HOW STRIZHOV'S COMPANIES SUFFER MILLIONS FROM THE BUDGET ." The text was also republished on Telegram by EcoFactor, citing the original ORD post , according to Ukrrudprom.
According to investigators, after yet another series of publications, the media resource owner demanded the equivalent of $3500 in cryptocurrency to delete the existing materials and cease further publication. The money was transferred, after which the posts disappeared. On August 26, German police conducted a search of the suspect's residence in Berlin; Rechinsky was charged under Part 4 of Article 189 of the Ukrainian Criminal Code. But the story clearly didn't begin in May. Cyberpolice specifically claims that materials about the victim and his business have been appearing on these platforms since at least 2018. A complete chronicle of publications about Strizhov was found in the surviving archive of the ORD.
On January 16, 2020, the Investigative Committee released a major report, " City Ownership Under the Threat of 'Sheriff' Strizhov ." It examined security structures associated with Strizhov, their state and municipal contracts, and the criminal case surrounding the security of Kyivteploenergo facilities. Investigators at the time suspected the theft of over 1,7 million hryvnias, although the utility company itself categorically denied the accusations and claimed that services had been rendered in full. That same year, a detail emerged that no longer constitutes a journalistic accusation. The Ministry of Internal Affairs officially announced that 124 companies, all of which were directed by Dmitry Strizhov, had simultaneously applied for security licenses. All were registered at the same address. Moreover, the Ministry of Internal Affairs discovered 124 employment contracts in which Strizhov acted both on behalf of the employer and as the employee being hired as the director. Sheriff's structures also had problems with the Antimonopoly Committee. Back in 2019, the AMCU found PP Sheriff, O.P. Sheriff, Okhorona-001, Okhorona-002, and Okhorona-005 to be participants in anticompetitive concerted actions during tenders. The committee concluded that the companies jointly prepared for tenders and coordinated their actions to eliminate competition. The AMCU's decision on case No. 118/60/61-rp/k.18.
In the fall of 2021, the ORD campaign intensified significantly. On November 3, a personal article entitled " Strizhov Dmitry Sergeevich Sheriff " was published. The author makes a long list of accusations against Strizhov, ranging from problems with employees and clients to unfair competition and tender fraud. These are precisely the allegations of the ORD authors, not facts established by the court, but it is noteworthy that the publication has survived to this day.
On December 19, 2021, another scathing article appeared: " To say that the Sheriff security holding is a swamp is an understatement! " It again discussed in detail Dmitry and Marina Strizhov, the numerous legal entities surrounding the holding, and its relationships with employees and clients. The same article then circulated widely on review sites and remains available, for example, here and here.
A new major story has emerged surrounding the state-owned enterprise "Forests of Ukraine." In November 2023, the state-owned enterprise "Sheriff-Zakhyst" received a contract to protect the facilities of the Podilskyi Forestry Office worth UAH 42,37 million. In April 2024, an investigator argued in court that at most of the inspected facilities in Chernivtsi Oblast, Sheriff-Zakhyst's services were not actually provided, or that forestry employees themselves were providing security. The court decision was dated April 11, 2024. The criminal proceedings related to this story were later closed. The court decision was dated December 8, 2025.
It was this story that the ORD returned to on May 20, 2026—after which, according to the police version, the conversation about $3500 arose.

This presents a rather unusual picture. Rechinsky now faces a serious charge of extortion. But the criminal case has also forced a reopening of his website's archive, revealing that the current victim had been the subject of far from complimentary publications for years, with some of the allegations against his business being supported not by journalistic texts, but by documents from the Ministry of Internal Affairs, the Antimonopoly Committee of Ukraine, and criminal proceedings.
Another mystery remains. The police date the publication campaign to 2018, while the ORD materials available to us today have been steadily recovered since 2020. What exactly did the ORD publish about Strizhov in 2018–2019, and why these texts are now invisible in the archive, is a question that, after the story of the paid-for-deletion campaign, seems especially intriguing.
