Yevhen Tarchinsky, a senior detective with the Kyiv Department for Combating Economic Crime, failed to disclose his wife's house in Brovary in his 2014 income declaration. This was revealed by the Real Estate Registry.
This is a new building on Kobylyanska Street in Brovary. The total floor area is 410 square meters, of which 177 square meters is living space.
According to an extract from the property register, the title to this real estate was issued to Tarchinsky’s wife, Valeria Tarchinskaya, on December 31, 2014.
According to their 2014 income declaration, Yevhen and Valeria Tarchinsky earned a combined income of approximately 129 hryvnias. In the real estate section, Tarchinsky indicated that he owns a 31-square-meter apartment, and that his family owns another 108-square-meter apartment. However, the declaration contains no information about the 410-square-meter house.
The address of the apartments is not listed in the declaration, but according to the property registry, Valeria Tarchinska owns an apartment in a new building in Kyiv on Krasnogvardeyskaya Street, near the Chernigovskaya metro station. Construction of the building was completed in 2012. The approximate price of such housing was 11 hryvnias per square meter.
In addition to real estate, in 2014, Tarczynski declared a 2008 Toyota Land Cruiser Prado and a 2005 Honda GL-1800 motorcycle. His wife owns a 2010 Toyota Rav4 crossover.
According to the Unified State Register of Enterprises and Organizations (EDRPOU), the Tarchinskys did not own any businesses. The security official's brother, Vladimir, worked for the Prosecutor General's Office from 2009 to 2013 and now works for Maksym Goldarb's Public Audit company. Goldarb is a former prosecutor (1999-2003) and the former director of the Ministry of Defense's Internal Audit Department (2013-2014).
As a reminder, a new law "On the Prevention of Corruption" was adopted in 2014. According to this law, providing false information when filing income tax returns is prohibited. Violations of this law are punishable by imprisonment for up to two years and disqualification from holding certain positions for up to three years. However, these changes did not yet apply to 2014 tax returns filed under the old Ukrainian legislation.
