The Kyiv Commercial Court upheld the investment agreement between the Kyiv City State Administration, Kyivtransparkservice, and SVP-GRUPP LLC, according to Nashi Groshi.
This contract was signed on June 6 of last year and concerned the construction of a multi-level parking garage on Obolonskyi Avenue. The contract amounted to over 10,8 million hryvnias. The lawsuit was filed by the prosecutor. The essence of the claim was that SVP-GROUP obtained development rights without acquiring land user status and failed to pay for the use of the land.
The only payment was 650 hryvnias for the creation of engineering and transport infrastructure. Also, according to the agreement, the Kyiv territorial community received no share in the new facility.
However, the judges refused to satisfy the claim, citing that the Kyiv City Council decision, under which the investment agreement was signed, remains in effect.
It's important to note that SVP-Group LLC is owned by Valentina Sviridova, the wife of the former head of the State Property Management Department, Andriy Kravets. She hails from Komsomolsk in the Poltava region, where she began her textile business. Her name is associated with Oleksandr Popov, who served as the head of the Kyiv City State Administration from 2010 to 2013 and previously as the mayor of Komsomolsk.
It was during Popov's rule in Kyiv that Sviridova's company received a number of plots of land from the city authorities and also won a tender for the construction of underground parking and public buildings near the Kyiv exhibition center.
