Finally, after this article, the Organized Crime Control Department arrested the entire Kolya Zver' gang, which had plagued Odessa and the surrounding region for years. Incredible torture, threats to life, and extortion—this is the kind of "activity" Dmitry Kovyazin and his subordinates used to earn their "salary" for protecting this notorious gang! The events of October 10, 2014, in the Primorsky District Court of Odessa demonstrated the transparency of the judicial system! Perhaps our protests on the Maidan were not in vain! At the request and submission of the Investigative Department of the Odessa Regional Directorate of the Ministry of Internal Affairs, a two-month pretrial detention measure was considered for a member of the Kolya Zver' criminal group! Judges L.V. Gaevaya and V.V. Ivanov granted this petition, citing the danger these individuals pose to others! And no amount of money or protection from the head of the city's criminal investigation department, Dmitry Kovyazin, was of any help!
Judges and investigators are just ordinary people like you and me. And they understand that the people wronged by this gang could be other people—your children, your relatives, and ultimately, you and me! And just like others, they could be robbed, have their personal belongings taken, be extorted, blackmailed, and so on.
But the history of the existence of the above-mentioned gang has its continuation.
Bandits naturally don't want to go to jail. They're used to robbing and killing, blackmailing and threatening. And handing over all their "honestly earned money" to their patrons. In this case, it's the head of the Odessa criminal investigation department, Dmitry Kovyazin. And what a shock! The appellate court judge, the infamous DZULAI ALEXANDER BORISOVICH, decided that the bandits deserve to be free! And their place is among us, ordinary people! Just imagine, after the entire Odessa Regional Prosecutor's Office, the entire investigative department of the Main Directorate of the Ministry of Internal Affairs of the Odessa Region, the entire Organized Crime Control Department (UBOP) had been hunting this gang and finally caught them and locked them up, some judge, DZULAI A.B., with a stroke of his pen, releases a bandit! And just think about it – on bail of 50.000 hryvnia! Just imagine!!!!
And this incident occurs after the prosecutor, investigators, and operatives from the Organized Crime Control Department (UBOP) explained to the judges in the office of Vasily Grigorievich Koval, Chairman of the Criminal Chamber of the Odessa Court of Appeal, that this gang, which has been operating for many years and is finally in prison, is dangerous to the public!
This is truly an incident that requires an immediate response from the Lustration Committee, the Security Service of Ukraine, the Anti-Corruption Department, the High Qualifications Court of Ukraine, the Supreme Judicial Council, and many other bodies! Judges like A.B. DZHULAY have no place among judges! This is not justice! This is a distortion of justice!
Only one question arises: "Is it possible to offer Mr. JULAI A.B. the leadership of Kolya-Zver's gang? After all, the leader is behind bars, and his place has become vacant. Since JULAI A.B. has decided to release the members of the criminal group for 50.000 hryvnia, should he lead them?"
There are decent judges who upheld the Primorsky District Court's decision and left the ringleader, Kolya the Beast, and his accomplice behind bars, but there are those like A.B. DZHULAY and V.M. Pribylov, who decided the opposite!
But just a couple of years ago, JULAI A.B. had his brand-new Lexus stolen, earned "honestly," possibly with his judge's salary! Perhaps it was Kolya Zver's gang who did it. But that doesn't frighten JULAI A.B. and Pribylov V.M.! After all, by releasing gangsters like JULAI A.B., he instantly earns enough for more Lexuses and houses! After all, the bail was 50.000 hryvnias, while these "honest" judges pocketed $50.000! And this is verified information!
This money was offered to the Chairman of the Court of Appeals, A.V. Lunyachenko, to release the gang, but he had common sense and refused! But there were judges like DZULAI and PRIBILOV who didn't shy away from the bandits' money and put it in their own pockets! YOUR OWN POCKET IS NOT A PRESSURE! All that's left to ask Mr. DZULAI: "How did you get a nice mansion on Frunze Street in Odessa, on a judge's salary, for an expensive Volkswagen Touareg?"
It's time to raise these issues openly! How long will judges like A.B. DZHULAY continue to abuse Ukraine's judicial system while lining their own pockets?

1. Ibragimov Naib Uzer-Ogly,
Born August 25, 1975. He's also the leader of the gang, nicknamed "Kolya the Beast." And, oddly enough, he holds a Ukrainian passport (even though he can't write or speak Ukrainian, and never has.) He's also the main link to the police. Specifically, he's the godfather of the head of the Odessa criminal investigation department. Just think about it! The police are nepotistic with the gangsters!

Did they really rob so shamelessly and fearlessly?

It's no surprise that after the gang was shut down, people started contacting the police. They probably sensed that the truth existed! And it prevailed!
But the truth turned out to be everywhere, except in the courts! In the institutions where it should prevail! But a judge like JULAI A.B. has his own truth, and it lies in the amount of money offered to him for resolving the issue!
One wonders: “When will this injustice end?”
We consider this letter an open appeal to the Prosecutor General of Ukraine, the Minister of Internal Affairs of Ukraine, the Prosecutor of the Odesa Region, and the Chairperson of the Supreme Judicial Council and the High Qualifications Court of Ukraine, demanding that they take action against A.B. DZHULAY and assess his actions and decisions! Strip him of his judicial title and lustrate him and others like him!
If Judge JULAI A.B. believes that three proven episodes, namely: extortion, threats to life, torture, etc., using the uniform of an internal affairs officer and an ID card is normal, HE HAS NO PLACE AMONG THE JUDGES!
There's also information that DZHULAY A.B.'s son has just qualified for the judicial reserve for the first time and also wants to become a judge. With a father like him, that's impossible! We ask the High Qualifications Commission of Judges to pay attention to this!
And we ask anyone who has suffered at the hands of this gang to contact the Odessa Regional Department for Combating Organized Crime on Osipova Street! Don't be afraid! The thief will go to jail! And no amount of money, no protection, and no court will free these bandits from punishment!
We also hope that the Main Directorate of the Ministry of Internal Affairs in the Odessa region and the Prosecutor of the Odessa region will definitely take control of this case and also raise the issue of an internal investigation and identify all criminal investigation officers who protected this gang, as well as the position of Dmitry Kovyazin!
