Law enforcement officials have issued a notice of suspicion to the former head of the Main Directorate of the State Geocadastre in the Transcarpathian region, who illegally transferred forest land in the Dragobrat mountain valley to private ownership. The official faces up to six years in prison, according to ZAXID.NET.

As reported by the Zakarpattia Regional Prosecutor's Office on Monday, February 2, the matter concerns two forest fund plots, with an area of ​​over 1,5 hectares and a value of UAH 2,8 million.

"The plots were illegally registered as agricultural land. The official granted permits for land management documentation, approved land management projects, and signed orders transferring the forest lands to private ownership.", — law enforcement officials noted.

The prosecutor's office is not releasing the official's name. According to ZAXID.NET's law enforcement sources, the suspect is Svitlana Melnychuk, who headed the Main Directorate of the State Geocadastre in the Zakarpattia region from 2017 to 2019. In August 2019, the suspect signed orders transferring forest land to private ownership.

As a reminder, Svitlana Melnychuk is one of the suspects in the case of the embezzlement of hundreds of hectares of land by Robert Horvat, a member of parliament from Zakarpattia. The participants in the scheme caused damage to the state of nearly 127 million hryvnias. In 2024, the High Anti-Corruption Court (HACC) set Svitlana Melnychuk's bail at 1,3 million hryvnias, later reducing it to 908 hryvnias.

Members of the organized group are charged under Part 5 of Article 191 of the Criminal Code of Ukraine (embezzlement, misappropriation, or taking possession of property through abuse of office, committed on an especially large scale). They face up to 12 years in prison.

Meanwhile, the former head of the State Geocadastre of Transcarpathia was charged with abuse of office, resulting in grave consequences, for land fraud in Dragobrat under Part 2 of Article 364 of the Criminal Code of Ukraine. The penalty under this article is imprisonment for three to six years, for holding certain positions or engaging in certain activities for up to three years, and a fine of 8,500 to 17,000 UAH.
