The World Bank may see a loan of $324 million to Ukraine for the reform of the health care system, as the Ministry of Health will present this year's project. This was recently stated by the intercessor of the head of the Presidential Administration, Dmitro Shimkiv.
The novelty is welcome, but it’s still new.
The administration of “Our Groshey” has squandered the project of distributing a loan for 10 regions of Ukraine and the very Ministry of Health. This project is being considered at the local level.
Dzherelo, who gave us the documents, sings that at the same time there is simply a transfer of the so-called “financial benefits” of regional doctors and their patrons to Kiev. If they are consecrated by the Ministry of Finance and the Ministry of Finance, they will become full-fledged items of credit, which will be transferred from the state budget. Poltava region – $1,5 million for tonometry, phonendoscopy, mobility and growth, $4,5 million for gasoline, $154 thousand for mobile phones and starter packs, $636 thousand for Internet and connection up to 3G. We strongly appreciate the creative approach of the Ministry of Health.
It seems that the ministry has a new intellectual lack of enlightenment. There they are taking on the task of spending a third of a billion dollars on the reform of the health care system, but they are not writing about the “National Strategy for the Health Care System and Action Plan.” Proof of this is the sight of $120 thousand for the development of this strategy from credit pennies, which they are only planning to withdraw.
Developing this thesis, we come to the conclusion that the Ministry of Defense has no idea why they are planning such a reform. Beyond the development of the strategy, we were unable to find in the documents any specific indicators by which the effectiveness of the development of assets would be assessed. For example, how much will the mortality and illness rates in the pilot regions change?
