Despite the Svoboda All-Ukrainian Union's loud declarations of mass resignation from power after last year's parliamentary elections, some of its representatives are still quietly holding leadership positions. Among them, in particular in the field of education, are officials such as Andriy Hevko, Deputy Minister of Education and Science of Ukraine; Oleksandr Sych, Advisor to the Minister of Education and Science; Mykhailo Melnyk, a friend of Oleksandr Sych and head of the Committee on Physical Education and Sports of the Ministry of Education and Science of Ukraine; and others.

As blogger Yuri Z. Smirnov reports in his article on Obozrevatel, the "educational activities" of another Svoboda member, Alexei Semenyushko, have attracted the attention of law enforcement agencies. Semenyushko is the director of the Republican Higher School of Physical Education, which for over a year has been at the epicenter of various conflicts over its director, ranging from pressure on the teaching staff and students' parents to criminal cases and court cases.

The results of his "educational" activities in a leadership position were: about a hundred coaches and teachers fired under pressure, underage students illegally expelled, and lawsuits against parents, and the opening of about ten criminal cases.

But the most interesting thing was that this Svoboda representative possessed a fake higher education diploma. Incidentally, the school director's lack of a proper educational document was also confirmed by the State Inspectorate of Educational Institutions commission, as evidenced by the report it compiled and published stating that "a specialist diploma from the Kyiv University of Physical Education and Sports of Ukraine was not issued to Oleksiy Ivanovich Semenyushko upon graduation from said university."

But despite such "trifles," the scandal surrounding the organization of dubious "elections," the protests of dismissed coaches outside the Ministry of Education, and the legal proceedings with parents, the Ministry of Education hastily appointed Semenushko as the school's principal. As the dismissed teachers explain, the day after the appointment, a new version of the Education Law came into effect, requiring candidates for the position of school principal to have at least 10 years of experience, which Semenushko did not have at the time of his appointment.

Incidentally, his appointment was not coordinated with the Ministry of Youth and Sports either. Minister Igor Zhdanov even sent letters to the Ministry of Education asking for an explanation for Semenyushko's unlawful appointment as director of the Russian Higher School of Physical Culture and Sport, contrary to the requirements of the government decree "On Approval of the Regulations on a Specialized Educational Institution with a Sports Profile." However, Minister Zhdanov apparently wasn't too concerned about this, as he appointed Semenyushko as his advisor, as reported on the official website of the Russian Higher School of Physical Culture and Sport.

At that time, five criminal cases had already been opened against the director of the Republican Higher School of Physical Education. Today, there are approximately ten. Among them is a criminal case under Part 2 of Article 344 of the Criminal Code of Ukraine (illegal influence in any form on a representative of the Verkhovna Rada Commissioner for Human Rights, committed by a person using their official position). According to the victim, officials of the Republican Higher School of Physical Education, together with the university's director, obstructed an inspection of the institution and prevented her from performing her official duties. They confiscated her ID, and the director refused to let her into his office, intentionally pinching her left hand in the door and injuring her finger.

Incidentally, according to the documents on the results of the RHUFK inspection, the Ministry of Education was informed of instances of non-compliance with the requirements of the Licensing Conditions for the Provision of Educational Services in Higher Education, as well as numerous violations in the organization of the educational and training process.

Instances of unjustified student admissions, violations of teaching staff certification, irrational use of budget funds, and other incidents were also established. For example, the tennis courts have not been used for their intended purpose for several years, yet the 2015 staffing schedule allocates 11 full-time positions for their maintenance, with a monthly salary of over 16,3 UAH. Furthermore, bonuses of 6 UAH each were paid to the school director and his deputies without the necessary approvals.

The investigation also confirmed instances of corruption in the payment by parents of students for swimming lessons provided by the public organization "November 30th Group" (which includes virtually the entire management team of the school) at the Yubileiny Regional Higher School of Physical Culture and Sport (RVUFK) swimming pool. Moreover, funds for these lessons, conducted by school employees, were deposited not into the RVUFK bank accounts, but into the bank account of the aforementioned public organization (according to experts, at least 60 hryvnias per month).
