As reported in the Public Procurement Bulletin, on November 24, 2014, the Zaporizhzhia Nuclear Power Plant (ZNPP) entered into a tender agreement for the implementation of a comprehensive diagnostic system for primary circuit pipelines. The price for this service was UAH 19,160,000.
This primary circuit pipeline diagnostic system at power unit No. 1 will be implemented by Elektroyuzhmontazh-10 OJSC, which will receive UAH 18,70 million for equipment installation. Microdata LLC will receive UAH 460,000 for fiber optic cable installation. Microdata is owned by Odesa residents Igor Slyakot and Vadim Dremlyuk.
Electroyuzhmontazh-10 OJSC is owned by the Latvian company AMTO LLC (88% of the shares), which is owned by the Belize offshore company Larden Limited. The company's supervisory board chairman is Sergey Viktorov, who previously served as deputy director for audit and control at Energoatom.
Previously, Elektroyuzhmontazh-10 OJSC, together with AMTO, founded Elektroyuzhmontazh-Investfinance LLC, which they still own. Until August 2011, the latter's director was Sergey Cherepovsky, known as a business partner of Andrey Kovrizhkin, whose father, Yuri Kovrizhkin, was a member of the management of NNEGC Energoatom.
Yuri Kovrizhkin served for many years as vice president and first vice president of the state-owned enterprise. From 2004 to 2011, Kovrizhkin and Cherepovsky were co-owners of PTF-ASS LLC, and from 2005 to 2008, Cherepovsky also headed another of Kovrizhkin's firms, ASS-Invest.
Competitors in this year's tender included the aforementioned Mikrodata and a company with a nearly identical name, Kuznetsovskoe Commissioning and Installation Enterprise Elektroyuzhmontazh LLC. The latter was founded in 1994. These two firms, EPM-10 and the Kuznetsovskoe firm, are not the first to be the only permitted competitors in tenders for nuclear power plants. Recently, in early November, these firms competed for a 34 million UAH contract for installation and commissioning work at the Rivne Nuclear Power Plant. Earlier in August and September, they delivered equipment to the Yuzhnoukrainsk Nuclear Power Plant worth a total of 37 million UAH.
