TARKOM ECOSERVIS – for whom the ecology market is being cleaned up

Following up on the high-profile story about the Ecoinspectorate's "back offices" and an attempt to reshape the industrial waste disposal market, "Nabladel" is publishing the preliminary results of our investigative report. While conducting this investigation, "Nabladel" decided to take a closer look at this situation and attempted to understand the nature of the company "TARKOM ECOSERVIS," which is so persistently promoted by the leadership of the Ecological Inspectorate of Ukraine. Here's what we learned. On the official website of the Ministry of Ecology, we found information that "TARKOM ECOSERVIS" LLC received a license on March 4, 2013, to carry out activities related to the collection, storage, and disposal of hazardous waste. On the same website, we also found some of the documents that served as the basis for issuing this license. As it turns out, in December 2012, the head of the Ministry of Ecology's Department of State Ecological and Geological Expertise, Yu.V. Tsarkovsky, He signed a conclusion confirming the Ministry's recognition of the environmental admissibility of the environmental impact assessment (EIA) materials prepared by TARKOM Ecoservice LLC for obtaining a license to handle hazardous waste. Unfortunately, the document approved by Yu.V. Tsarkovsky actually concerns a completely different facility. The facility, "Alternative Fuel and Energy Production Complex" (AFC) is located at 14a Promyshlennaya Street, Obukhiv, Kyiv Oblast. Thus, after conducting an environmental assessment of the mini-CHP's operating documents, the Ministry, represented by Yu.V. Tsarkovsky, approved the document for obtaining a hazardous waste disposal license.

1 tar Imagine our surprise when, after reading the contents of this document, we learned that the primary equipment used by TARKOM Ecoservice LLC to produce alternative fuel was a conventional industrial boiler, the "Vikhr 3,15." The number "3,15" in the boiler's name indicates that this boiler is capable of generating 3,15 MW of thermal energy.

2 tarWhen our journalists attempted to contact the manufacturer of these boilers, it turned out that the company, UOMI, no longer exists. Their website is blocked, and it was impossible to find their contact information. Apart from the mythical UOMI company, we found no mention of a possible manufacturer of this equipment online.

Tarkom_3We asked environmental experts to evaluate the permits provided by TARKOM Ecoservice LLC, which were used to obtain the company's license. Even seasoned journalists were shocked by what they heard. It turns out that, based on the documents provided, the company intended to generate electricity for Obukhov by incinerating industrial waste, which is strictly prohibited by current legislation. Only the incineration of household waste, subject to special technology, is permitted. In exchange for the generated heat, TARKOM Ecoservice LLC declared the emissions of highly hazardous chemical compounds such as lead, cadmium, mercury, and hydrogen chloride into the atmosphere of Obukhov. Interestingly, in April 2014, just a year after receiving the license for the collection and disposal of hazardous waste, the Obukhov City Council of the Kyiv Region considered a report by A.N. Kondratyuk, Head of the Economics Department, at its 51st session. On the progress of the "Program for Attracting Investment and Improving the Investment Climate in the City of Obukhov for 2011-2015." This report states that the TARKOM Ecoservice alternative fuel production complex, located at 14a Promyshlennaya Street, is under construction, with only the first production line completed. The facility is 75% complete.

tar3A logical question arises: for what purpose did Tarkom obtain the license? Are they waste recyclers or alternative fuel producers? Nevertheless, TARKOM is actively promoting its environmental leadership in all areas related to waste disposal. Incidentally, regarding the Environmental Inspectorate, as reported on the official websites of the Security Service of Ukraine and the Prosecutor General's Office, an environmental inspector was arrested today for accepting a bribe. Apparently, law enforcement has taken an interest in this organization. One can only hope that this interest will lead to a logical outcome.

A waste disposal unit with an offshore scent

What is the connection between TARKOM Ecoservice LLC and Ukrainian MP Serhiy Mykolayovych Tregubenko? This material indicated a connection between Serhiy Mykolayovych Tregubenko and the leadership of the Ministry of Ecology and the activities of Tarkom Ecoservice. We don't take anyone's word for it; we tried to get to the bottom of the truth ourselves, and here's what we learned. To answer the main question, we attempted to uncover the ownership structure of this company. It turned out that the founder of this company was a Cypriot offshore company, GROSTELIZA HOLDINGS LTD, whose ultimate beneficiaries are two Ukrainian citizens: Anna Vasilievna Mishchenko, residing at 10 Khmelnitskaya Street in Kyiv, and Elena Vitalievna Lirska, residing at 2 Kollontaya Street in Ternopil. Imagine our surprise when we learned that TARKOM Ecoservice LLC, together with the offshore company GROSTELIZA HOLDINGS LTD, were the founders of another Ukrainian company, Research and Production Firm Ecocenter LLC, registered in Kirovohrad at 59 Temiryazeva Street. And imagine our surprise when it turned out that Ecocenter also holds a license from the Ministry of Natural Resources for the collection and disposal of industrial waste. The same duo—TARKOM Ecoservice LLC and the offshore company GROSTELIZA HOLDINGS LTD—established two more Ukrainian companies: NPP Ecosvit LLC and Ukrainian Waste Management Center LLC. What's most surprising is that these two companies also hold licenses from the Ministry of Natural Resources for hazardous waste management. Thus, according to numerous media reports, Ukrainian MP Serhiy Mykolayovych Tregubenko, through an offshore company, controls four companies that are active participants in the waste management market: TARKOM Ecoservice LLC, NPP Ecosvit LLC, NPF Ecocenter LLC, and Ukrainian Waste Management Center LLC. Now a few words about the connection between Serhiy Tregubenko and these companies. During the preparation of permitting documentation for Tarkom in February 2013, a certain Yevhen Fedorenko, while employed by Tarkom, acted as the requestor for the sanitary and epidemiological report on behalf of the company. Later, this same Yevhen Fedorenko became an assistant to Ukrainian MP Serhiy Nikolayevich Tregubenko, and it was he who was appointed as an advisor by former Minister of Ecology Igor Shevchenko, who was dismissed following the scandal involving the fire at the BRSM base and the charter flights to Monaco.

Fedorenko_5Interestingly, the Ministry of Natural Resources website still lists Yevgeny Aleksandrovich Fedorenko, as an aide to the minister, as someone who has failed the lustration check since February 2015. Speaking of Fedorenko, the interests of the Tarkom company were represented by its authorized representative, Yevgeny Aleksandrovich Fedorenko, during the April 2014 session of the Obukhiv City Council.

3569_1Thanks to its influential patrons in government, Tarkom is actively winning multimillion-dollar private and public tenders for the disposal of hazardous and especially hazardous waste. The question is, how does the company actually dispose of this waste if it lacks the necessary equipment?
