Nasirov's father-in-law won 390 million rubles from a company owned by a tax contractor to complete the construction of Okhmatdet.

On October 27, the state-owned enterprise Ukrmedproektbud accepted Altis-Construction LLC's bid for construction of a modern treatment and diagnostic complex for the Okhmatdet National Children's Specialized Hospital, valued at UAH 389,970,000. This was reported in the State Procurement Bulletin.
In addition to completing construction work, the delivery and installation of various equipment, including medical equipment, is planned.
Only two companies participated in the tender: the winner, Altis-Construction, whose bid was UAH 91 million lower than the expected tender price, and Energomontazhventilyatsiya Construction and Installation Complex LLC.
Transparency International Ukraine expert Viktor Nestul explained the minimal number of tender participants by the fact that several attempts had been made to disrupt the tender through complaints to the Antimonopoly Committee of Ukraine.
From the very beginning, Ukrmedproektbud established and maintained high standards of transparency in the procurement process. The business trusted the customer and actively prepared for intense competition. Unfortunately, due to constant complaints and attempts to disrupt the process, many potential bidders abandoned the tender. However, this did not prevent them from receiving favorable offers. Thanks to the openness and transparency of the tender, savings to the Ukrainian state budget will exceed UAH 90 million—approximately 20% of the expected cost," Nestulya believes.
Three companies, not major players in the capital's construction market, challenged this procurement three times with the Antimonopoly Committee in September and October. In most cases, the grounds for the complaints were minor, and the most recent one saw the AMCU dismiss a complaint by Sterils LLC regarding one of the terms of reference. According to the complainant, Ukrmedproektbud wanted the hospital to be equipped with a UPM-GHK air-conditioning module (manufactured by Pneumatik Berlin GmbH PTM, a German manufacturer). According to the State Service of Ukraine on Medicines and Drug Administration (SBU), the product is registered in Ukraine only by Ukrprofmed.
In recent years, Ukrprofmed LLC served as the general contractor for the construction of Okhmatdyt, subcontracting the work to Euroinvestroy LLC, part of the Yanukovych group. After the Maidan, Ukrprofmed Director Iryna Koval changed jobs and became the director of the State Enterprise Ukrmedproektbud, which held the final tender for the completion of Okhmatdyt.
In response to the complaint from Sterils regarding the customer's anticompetitive actions in the delivery of an acclimatization module, the AMCU's Administrative Board for the Review of Complaints about Violations in Public Procurement responded that this issue pertains to economic competition and therefore falls outside the Board's jurisdiction, and therefore there is no need to change the tender terms in this regard.
Altis-Construction LLC, with a charter capital of UAH 350, is owned by the Cypriot offshore companies Altis Holding Limited and Garikhan Investments Limited. The ultimate beneficiaries are not listed.
The director of the company is Maxim Zabigaylo, who is also the director of the Altis-holding corporation of the well-known developer Alexander Glimbovsky.
Glimbovsky's daughter, Ekaterina, is the owner of the British company Altis Ltd. and the wife of Roman Nasirov, Chairman of the State Fiscal Service. Nasirov's brother, Evgeny, is the secretary of the British company Altis. The registered address of the company, as well as the contact address of Glimbovsky and Nasirov, is listed as a London apartment at 5 City Tower, 3 Limeharbour. This apartment belongs to Roman Nasirov.
The only competitor in the tender to complete the Okhmatdet construction was Energomontazhventilyatsiya Construction and Installation Complex (EMI), owned by Vadim Korbut, Konstantin Vadimovich Korbut, and Igor Melnikov. This company won the first state tender in December 2013 for the overhaul of the Ukraerorukh buildings at Boryspil Airport, worth UAH 95190000, and has not received any more significant state contracts.
At the same time, there is a company with a similar name, Energomontazhventilyatsiya Holding Company LLC. In July 2015, it won a tender from the State Fiscal Service, headed by Nasirov, for the reconstruction of the Krasnoilsk (18460000 UAH) and Dyakovtsy (23580000 UAH) automobile checkpoints.
The founder of the tax contractor is Mikhail Ishchenko, and the contact phone number and address of the "EMI Holding Company" (5B Ivana Franko Street) are identical to those of the aforementioned "EMI Construction and Installation Complex" LLC. Mikhail Ishchenko and Vadim Korbut are also co-owners of another company with the same name at the same address: OJSC "Energomontazhventilyatsiya."
