5 Years of Prozorro: The Most Interesting Purchases
Even though April 1 marks the Prozorro system's 5th anniversary, businesses often say something like, "Prozorro? No, the government definitely doesn't purchase goods or services in my area of activity."

Experts from the Zakupki.Prom marketplace have compiled the most interesting procurements to prove once again that the government is buying everything. Okay, so almost everyone is writing about it. 24 channel.
Virtual reality glasses + Xbox
Libraries, unfortunately, are increasingly losing popularity. Therefore, to maintain the interest of young audiences, it is necessary to keep up with the times. The Donetsk Regional Children's Library is taking active steps in this direction. They purchased virtual reality headsets and two Xbox consoles, spending 37,5 hryvnias on these purchases.
Hoverboard, electric scooter, and unicycle
It turns out that IT specialists aren't the only ones buying them. The National Police purchased three electric scooters for 46,500 hryvnias. However, a larger tender—101,500 hryvnias—for unicycles, hoverboards, self-balancing scooters, and electric scooters failed due to a lack of bidders.
Creating a mural on the building's facade
In recent years, large murals have increasingly appeared on the walls of buildings. Services for their creation are also being procured through Prozorro. The city of Kamianske also wanted to decorate its streets. The authorities allocated 187 hryvnias for this project. According to the procurement documents, the mural was to be depicted as a child on a hot air balloon. A contractor was found, and the mural can already be seen on the city streets.
English language training services
Knowledge of a foreign language is essential in the modern world. It's no surprise that among those eager to learn, there are also government customers who periodically announce procurements for English language courses. One such announcement was made by the Human Resources Department of the Lviv City Council. The expected cost of the procurement was UAH 80,3. However, thanks to the auction, the state-owned enterprise managed to save money and purchase the necessary services for UAH 56,7.
Makeup and hairstyling services for women
"Beauty will save the world" – this is the opinion shared by one of the branches of the National Public Broadcasting Company of Ukraine. According to the documentation, the company required the services of a hairdresser and makeup artist. However, due to a lack of bidders, the procurement never took place.
Jewelry and related products
Typically, state-owned enterprises purchase commemorative items in this category. For example, the Security Service of Ukraine announced a tender for medals, badges, gift coins, and the like, with a total expected value of just over UAH 2 million. Meanwhile, Borys Grinchenko University of Kyiv held a tender for crowns for the winners and bracelets for the participants before the "Miss & Mister Grinchenko University" competition. Unfortunately, the procurement fell through due to a lack of bids. Therefore, jewelry companies can try their hand at public procurement.
Musical Instruments
What do rock music and a state-owned enterprise have in common? We don't have an answer to this question, but we do know that there are quite a few musical instrument purchases made through the Prozorro system. For example, one of the departments of education, culture, youth, and sports announced a procurement request for a bass guitar with a combo amplifier. The enterprise spent 63,8 hryvnias on this.
Tiger
Well, even this is possible with the Prozorro system. In 2018, the Mensky Zoological Park announced a purchase offer for a male tiger under four years old. How much would you value this exotic animal? At the time, the expected purchase price was 130,000 hryvnias, including shipping.
As you can see, the state buys more than just electricity, medical products, or office supplies. Therefore, even companies with exotic products can try their hand at government procurement. And sometimes, they won't even have to.
