In Sumy, bidders have finally arrived at the auction for seven new trolleybuses, being held by the Sumy municipal enterprise "Electroavtotrans." With their arrival, everyone has begun to understand who is who in this auction.

Five companies expressed their desire to participate in the auction: State Enterprise "Automotive Assembly Plant No. 1" of the Public Joint-Stock Company "Automobile Company Bogdan Motors," Ukrpastekh LLC, Chernihiv Automobile Plant PJSC, Yaniks LLC, and NTP STG Engineering LLC. After analyzing the bidders' documents, it became clear that most had problems with their processing, ranging from confusion between trolleybuses and buses to document falsification.
The auction participant, NTP STG Engineering LLC, accidentally indicated buses instead of trolleybuses in the submitted draft contract, although the specification itself still included trolleybuses.
SP Yaniks LLC incorrectly completed the technical requirements for the tender item as stipulated in the competitive bidding documentation. Instead of specifying the characteristics of the proposed trolleybus model in certain fields, the participant indicated "like this."
Chernihiv Automobile Plant PJSC provided an expired UkrSEPRO certificate of conformity, which clearly does not meet the requirements of the competitive bidding documentation.
According to Sumy activists interested in the issue of urban transport procurement, Ukrpastekh LLC submitted documents that appear to be forgeries created using a photo editing program. Furthermore, Ukrpastekh LLC included in its proposal similar contracts concluded with MAZtransservice LLC. According to information from the Unified Register of Legal Entities, Ukrpastekh LLC is one of the founders of MAZtransservice LLC. Accordingly, contracts concluded between mutually controlled companies cannot be considered by the tender committee.
It is also strange that Ukrpastekh LLC, a co-founder of another equipment supplier, MAZtransservice LLC, which always represents the products of the Joint Ukrainian-German Venture Electrontrans LLC at auctions, is this time representing the products of its competitor, DP ASZ 1 AT AK Bogdan Motors.
Only one bidder emerged unscathed: DP ASZ 1 AT AK Bogdan Motors. Apparently, the company had been "long and meticulously" preparing for the tender.
According to insider information obtained from various sources, it has become known that Ukrpastekh LLC and Bogdan Motors, both bidding for the same trolleybus, will be "fighting tooth and nail" for the auction. Regardless of who wins the bidding, Bogdan will still win, while the taxpayers will lose, as always. However, this is no longer surprising.
