The standoff over the SAP competition is gaining momentum . What does Alexander Tsivinsky have to do with it?

Scandals surrounding NABU and SAP: detectives' "office wing," pressure on competition, and behind-the-scenes lobbying
Initially, pressure was openly reported by lawyer Oleksiy Shevchuk, a member of the selection committee, and later by former SAP prosecutor Stanislav Bronevitsky, who cited specific facts in an appeal to the committee's chairperson, Laura Stefan, directly accusing NABU Director Semyon Kryvonos of manipulation, disinformation, and direct interference in the committee's work, writes From-ua.
This pressure becomes understandable in the context of the published materials. In the recordings, former Deputy Head of the Presidential Office Iryna Mudraya directly states that the current head of the Bureau of Economic Security, Oleksandr Tsyvinsky, should head the SAP, as he is "understood by the Presidential Office and can be spoken to ." Tsyvinsky is the former head of the 3rd Detective Unit of the Second Main Detective Directorate of the National Anti-Corruption Bureau of Ukraine (NABU), under the leadership of the same Kryvonos.
At the same time, Krivonos himself was appointed by the Presidential Office from the very beginning with the specific purpose of forming a controlled "office wing" (the 3rd Detective Unit within the Second Main Directorate of NABU). This "handy tool" is used to stall important cases and, conversely, to promote unimportant or government-favored investigations instead of truly combating corruption. It's telling that the unit that became the foundation of this system was once headed by Tsivinsky. Moreover, this is far from the first blemish on the Bureau's head's reputation: Krivonos has been repeatedly accused of both dark chapters in his own past (specifically, a voter bribery case, closed under amnesty, and fictitious paternity schemes) and dubious ties between certain detectives and Russian agents.

All these facts—from the recordings to the pressure on the competition—point to one thing: Krivonos is strictly fulfilling Bankova's mandate, attempting to discredit the commission by ensuring the appointment of Tsivinsky, a man convenient for Bankova, as head of the SAP. As a result, instead of independent investigations, we have a completely controlled system, characterized by mutually beneficial agreements, behind-the-scenes appointments, and subordinate units for carrying out political orders.
