In one of the claims, the Kyiv District Administrative Court (KDC) applied security and, on June 18, 2021, prohibited the State Geological Survey from taking any actions aimed at issuing a special permit for the Gorodnyavsky section of the Burtynske field following the results of the electronic auction of March 31, 2022. Gorodnyavsky section of the Burtinsky deposit is located in the Khmelnytskyi region. The area is 105 hectares. The mining and geological conditions of the deposit are favorable for open-pit mining. The graphite reserves of the Gorodnyavsky section of the Burtynsky deposit are included in the State Register of Graphite and as of 01.01.2020 are as follows: ore (thousand tons) — per category: B—28165,3, C1—85225,6, B+C1—113.9, C2-16586,7, off-balance — 9372,6; graphite (thousand tons) — per category: B—1736, C1—4848,7, B+C1—6584,7, C2—898,9, off-balance — 275,7.
According to the permanent feasibility study, a large-scale enterprise with an annual ore mining and processing capacity of 1 million tons and graphite concentrate production of 55,9 tons could be created using the extensively explored reserves of the Gorodnyavsky section of the Burtinskoye deposit. The enterprise's reserve life is 130 years.
LLC "Spear Ukraine" was founded in 2010 under the name "Gloria Jeans Coffees Lviv" (the brand name of a popular Lviv coffee shop). Until July 2020, the company's owner was listed as Emre Karaahmetoglu, the chief coordinator of the Onur Group in Ukraine. From July 2020 to April 2021, the sole founder and owner of the company was Turkish citizen Çakmak Fırat.
