Among prosecutors, the name Luzan is associated with boundless greed, biased treatment of subordinates, and a policy of double standards. In particular, Major General of Justice Leonid Antonovich Luzan, while serving as military prosecutor of the Central and Western regions, acquired, among other perks, luxury housing in prestigious areas of Kyiv and Lviv. But this "criminal" wasn't satisfied. Abusing his position, exerting influence over former subordinates, a personnel officer, and the head of the Western Command's financial and economic department, Luzan illegally obtained over 1 million hryvnias from the state budget through lawsuits. This happened at a time when the Armed Forces, under conditions of limited funding and the criminal leadership of the Ministry of Defense, were nearly destroyed.
Almost not far behind his father is the military prosecutor of the Odessa garrison, Volodymyr Leonidovych Luzan, who in 2009, by abusing his official position (supervising the Military Medical Clinical Center of the Southern Region) without having legal grounds for doing so (since he had been in military service since 2001) with the help of an illegal court decision of the Primorsky District Court of the city of Odessa, received more than 60 thousand UAH.
The Prosecutor General's Office launched a criminal investigation into this incident.
However, even here, the interference of the influential father is evident. For a year, the investigator from the Prosecutor General's Office has been unable to prove or clarify the factual circumstances of the case, despite the obvious illegal actions of the official in question.
Subsequently, this "homeless man," who had no housing problems in Odessa and who permanently resided in an elite seaside building at 22/1 Frantsuzsky Boulevard, Apt. 191, Odessa, falsified his apartment registration. The luxury apartment, valued at over $200, is registered to Luzan's sister, Tatyana Leonidovna, born in 1988 (she works in Kyiv as a civil servant).

The falsification consisted of the following: He claimed to live in a 20-square-meter room in a dormitory with his mother, Nadezhda Grigoryevna Luzan, who is an attorney with the Lviv Regional Bar Association and permanently works and resides in Lviv.
Abusing his official position, Luzan V.L., exerting influence on officials of the Odessa garrison, drew up a fictitious report and provided information that he, Luzan V.L., lived in a dormitory with his mother and needed better housing conditions.
Moreover, a worthy successor to his father, the military prosecutor of the Odessa garrison, V.L. Luzan, had the audacity to sue a retired member of the Ministry of Defense, V.Z. Kharishchak, without having legal grounds for doing so, while using his official position to try to evict the said serviceman, who is disabled.
The illegal actions of V.L. Luzan were subsequently confirmed by the decision of the Odessa Court of Appeal dated October 9, 2014, case No. 522/25671/13-c, which surprisingly sided with the pensioner and protected his rights.
Furthermore, Prosecutor V.L. Luzan, who undoubtedly has significant financial resources compared to his colleagues, often spends time in elite establishments in Odessa, where the cost of a single dinner equals his average monthly official income. While heavily intoxicated, V.L. Luzan often likes to boast about driving fast in his luxury BMW X5 SUV, which costs over $50 and is also registered to his sister. This vehicle is included in V.L. Luzan's declaration.

V.L. Luzan is noted for his insolence and dismissive attitude toward his subordinates. During endless staff meetings, V.L. Luzan insults his subordinates, including women, with obscene language, boasts of his connections in the Prosecutor General's Office, and threatens to fire them. As a result, employees are forced to resign or transfer to other prosecutor's offices.
He expresses his commitment to colleagues who are not distinguished by their professionalism.

Furthermore, during his tenure as garrison prosecutor, V.L. Luzan failed to demonstrate his organizational skills and failed to raise pressing issues regarding abuses by garrison military officials or combating corruption, including those with signs of bribery. Despite the fact that the military commissariats of the Odessa region are undoubtedly the most corrupt in the country, the military commissar of the city of Odessa, the Malinovsky district, E.M. Borisov, and the Kyivsky district, V.A. Kushnarev, are proud of their friendly relations with Prosecutor V.L. Luzan.
Only the military prosecutor's office of the Southern region, given the inaction of V.L. Luzan, is forced to work on the objects of the military prosecutor's office of the Odessa garrison and ensure results.
V.L. Luzan focused all his efforts on finding and documenting minor offenses related to evading military service and failing to comply with orders. According to representatives of public organizations and volunteers, investigators at the Odessa Garrison Military Prosecutor's Office, led by V.L. Luzan, made multiple errors in classifying war crimes, which resulted in numerous well-founded complaints and the return of cases for further investigation.
We hope that the new Prosecutor General will take appropriate measures to purge the prosecutor's office of officials with questionable reputations and moral and professional qualities. He will also assess the actions of this individual in accordance with the Code of Professional Ethics and Conduct for Prosecutor's Office Employees.
