The owner and former head of the major supplier UkrAvtonomGaz, Andrey Sergeyevich Dorofeev, was finally found guilty in criminal proceedings.

The Court of Cassation upheld the verdict of the Darnitsky District Court of Kyiv against the director of Ukravtonomgaz LLC, Andrey Sergeyevich Dorofeyev.
The panel of judges rejected the defense attorney's appeals and confirmed Dorofeev's guilt in committing a criminal offense under Part 4 of Article 358 of the Criminal Code of Ukraine—using a knowingly forged document.
According to the first-instance court's verdict of October 18, 2022, Dorofeev was found guilty and sentenced to two months' imprisonment. He was also released from serving his sentence under paragraph 2, part 1, Article 49 and part 5, Article 74 of the Criminal Code of Ukraine due to the expiration of the statute of limitations.
The court found that in March 2017, Dorofeev, while serving as director of Ukravtonomgaz LLC (EDRPOU code 39082735), applied to the State Architectural and Construction Inspectorate (GASI) for a construction license for projects of complexity categories IV and V. He submitted a knowingly forged official document with his application, detailing the company's production and technical facilities, workforce, production technology, and the existing quality control system.
The document contained false information about the existence of contracts with laboratories, in particular:
- with the Testing Laboratory of the Electric Welding Institute named after. E.O. Paton NAS of Ukraine;
- with the Testing Center for Building Materials and Products of the State Enterprise “NIIBMV”;
- with the Testing Laboratory of Ukrstandard-Plus LLC;
- with the Testing Center of the State Enterprise “State Research Institute of Building Structures”.
Based on the submitted documents, the company received a license valid from March 29, 2017 to March 29, 2022.

The defense demanded that the verdict be overturned and the proceedings dismissed, citing a lack of evidence and the alleged inadmissibility of evidence due to a violation of the procedure for assigning the prosecutorial team. The appellate court rejected these arguments. The panel confirmed that the order changing the prosecutorial team was included in the case file, the indictment had been approved by an authorized representative, and the prosecution's evidence was proper and admissible.
Dorofeev still conducts business in Ukraine and the EU, and it is not a fact that he is honest.
