Felix Lunev, who rose through the ranks from a top manager at TNK Group to advisor to the Minister of Energy and Coal Industry (Volodymyr Demchyshyn), recently took office as Vice President of Refining and Trading at Ukrnafta. His candidacy for this important position was personally approved by Ukrnafta's Chairman of the Board (Mark Rollins), who had previously served as a consultant.
However, the newly appointed vice president has no shortage of experience: while still an advisor to the Naftogaz, he handled alternative fuel procurement issues, which resulted in the company's losses amounting to approximately 42 million hryvnias. He was subsequently implicated in Naftogaz, where he entered into questionable deals with entities overseen by Serhiy Kurchenko (in particular, the company Gaz Ukraine 2020). Here, approximately 400 million hryvnias, paid as prepayments for oil, were misappropriated. Somewhat later, he helped the same Kurchenko build a wholesale and retail distribution network for refined oil products in occupied Crimea.
His list of accomplishments is quite extensive, and it seems his qualifications cannot be doubted. In any case, the criminal investigation into the alternative fuel case remains ongoing. But Mr. Rollins knows best who to appoint to this position of responsibility, especially since the newly appointed top manager, Mr. Lunev, is already at work. His immediate plans include reforming liquefied natural gas trading, changes to Ukrnafta's retail network, and auctioning oil.
