the hand rakes in the doughOn March 16, 2016, the Information and Settlement Directorate of Ukrposhta, the state-owned enterprise for postal services, accepted a proposal from PJSC Priokom to establish its own unified contact center at a price of UAH 5,68 million. This company is associated with a business partner of Serhiy Levochkin, according to Nashi Groshi.

It was reported that government funds were allocated for the development of contact center software without the purchase of hardware. The system must meet the following parameters:

— the system response time to any typical action related to registration and order processing should not exceed 7 seconds;

— simultaneous work of at least 50 contact center operators and 300 users from other departments;

— not less than 100 thousand calls per month.

The International Energy Development Center LLC offered to perform the work for UAH 5,46 million. However, this bid was rejected due to failure to provide bid security.

The main shareholder of Priocom OJSC is Priocom Corp. (USA). Its ultimate beneficiaries are listed as Valery Shidlovsky and Georgy Dzekon.

Mr. Dzekon is the former head of Ukrtelecom and a business partner of Serhiy Lyovochkin. It was Dzekon who, during the Yanukovych era, prepared Ukrtelecom for its transfer from state ownership. After the Maidan, the SBU placed him on the wanted list for this deal, but last year his name disappeared from both Interpol and Ukraine's wanted lists.

By the end of 2015, former Yulia Tymoshenko Bloc MP Yevhen Zimin, who holds a 0,4% stake in the company, served on Priokom's supervisory board. He resigned from the board when he was appointed head of Ukrposhta's IT department, responsible for implementing computer technologies at the state-owned company, including the creation of a call center.

Zimin is a long-standing business partner of Dzekon; together they founded a number of companies: I-Doctor, Polikom, Kol, and others.

As a reminder, since December 2014, Ukrposhta has been headed by Vinnytsia businessman Ihor Tkachuk. He is the brother of BPP MP Hennadiy Tkachuk. According to BPP MP Serhiy Leshchenko, Hennadiy Tkachuk is part of a group aligned with Speaker Volodymyr Groysman. This is confirmed by the fact that Tkachuk, like Groysman, is a native of Vinnytsia. Ihor Tkachuk was the owner of one of Vinnytsia's largest transport carriers.
