Ukrposhta ordered cash registers worth UAH 16 million.

UkrpochtaAs reported in the Public Procurement Bulletin, the Information and Settlement Directorate of the Ukrposhta State Postal Service signed an agreement with System Group Ukraine LLC, following a tender on December 16, for the supply of cash registers worth UAH 15,980,000. 1290 electronic cash registers were ordered at UAH 12,384 each. System Group Ukraine, the supplier, is owned by the British company System Group International Limited, which in turn is owned by the offshore company IFC Investment Ltd. Its current director is Dmytro Andriyevskyi, appointed in August of this year. The only competitor in the bidding was UBS Ltd LLC, owned by Igor Kosukhin from Odessa (10%) and Elena Gudenko from the village of Kryukivshchyna, Kyiv region (90%). Gudenko herself is a co-owner of Innova Lab LLC, whose bank details match those of UBS Ltd. In September 2011, Innova Lab LLC was transferred to the Panamanian offshore company Greenfield Inc. Since September 2011, this offshore company has owned another company in Ukraine, Bazazip LLC (formerly Camry Ukraine), which until recently was headed by Sergey Antonovich Mikhatsky.

System Group Ukraine began winning Ukrposhta tenders in 2013, following the so-called "cash register reform" of Arbuzov, Klymenko, and Kolobov . This company helped Infotax Plus win UAH 21,240,000 in Ukrposhta tenders. It was the only permitted competitor. Soon after, it itself received an order from Ukrposhta for UAH 14,240,000. Infotax Plus was founded by the Association of Taxpayers of Ukraine and Valentina Arbuzova, wife of former Prime Minister Arbuzov.

As a reminder, in November, Ukrposhta awarded 21 million hryvnias for Datecs Neon W cash registers using a similar scheme, awarding the contract to System Group Ukraine. According to the television program "Nashi Groshi," the prices for the cash registers were twice the market price and System Group's own retail price. Ukrposhta signed a contract with the company at 6,5 hryvnias per unit. Meanwhile, System Group listed the retail price of the same device on its website at 3,4 hryvnias. SystemGroup co-founder Volodymyr Stoetskyi explained the difference by saying that there are two different configurations of the Datecs Neon W—one for retail businesses and one specifically for Ukrposhta.

The program aired on December 16, the same day Ukrposhta signed its current agreement for recorders. Prices for recorders are not available on the System Group website. Following the broadcast, the director of Ukrposhta and his deputies were fired.

However, only one version of the Datecs Neon W model is listed in the State Register of Cash Registers. This register is approved by the State Fiscal Service. The use of devices not listed in this document is prohibited in Ukraine.
