The state-owned company Ukrtransnafta lost 550 million hryvnias in 2013-2014 due to an oil pumping contract with Sintez Oil, a subsidiary of the Privat Group. The reason for this was a patently unfavorable contract.
The gist of the matter is that, according to the December 2009 agreement, Sintez Oil reserved a minimum monthly volume of oil transported from Odesa to the Kremenchuk Oil Refinery. This amounted to 250 tons per month. An advance payment of 6,15 million hryvnias was required. However, if the pipeline was not used for a month or transported less than 250 tons, the advance payment became a reservation fee for transportation services.
In other words, the plan was for Ukrtransnafta to provide insurance to ensure its capacity remained operational. However, in 2012, an additional agreement reduced the monthly prepayment by sevenfold, to UAH 0,83 million. The list of pumping routes expanded, while the quota remained with the PrivatBank company.
According to the audit commission, Ukrtransnafta lost a significant amount – 127,5 million hryvnias, and due to fluctuations in the dollar exchange rate and other costs of servicing the system, losses increased by another 420 million hryvnias.
It's important to note that the SBU launched an investigation into the case, but orders came from above to suspend it, which was done. It's also worth noting that Ukrtransnafta was once run by Oleksandr Lazorko, who represented the interests of the Privat Group.
