Ukrzaliznytsia buys bolts at 2,5 times the price
On September 15, following a tender, the Production Support Center branch of JSC Ukrzaliznytsia placed an order for fasteners worth UAH 70 million from TS Trade Ukraine LLC. This was reported in the system "Prozorro", they write Our money.
This year, bolts and washers from Druzhkovka Metal Products Plant, a private joint-stock company, will be delivered. The price list for these bolts and washers is shown in the table below. The plant has been out of operation since the start of Russia's full-scale invasion, so railway workers are purchasing the remaining stock from 2021.
Compared to previous tenders, bolt prices have increased by 2-2,5 times. Washer prices have increased less, by 1,5 times.
Meanwhile, Ukrzaliznytsia hasn't raised purchase prices for many other goods as significantly since the invasion. For example, in August, Interpipe ordered wheels at UAH 31,440 per unit, just 5% more than last year's price of UAH 30,006 per unit.
Ukrzaliznytsia raised prices for bolts not only in hryvnia but also in dollar equivalents:
The only competitor in the last tender was Kyiv ChP "Akonit-DS" Sergey Dymnich. It offered bolts manufactured by Srubena Unia Sp. z oo (Poland) and washers manufactured by Konstantinovsky Metalworking Plant LLC. The savings in the bidding amounted to only 0,5%.
Dneprovskaya company "TS Trade Ukraine" was previously known as the dealer for Russia's Evraz Holding in Ukraine. Last year, it privatized the unified property complex of the Dnipropetrovsk Railway Transport Certification Authority, a state-owned enterprise of the Ministry of Infrastructure.
The company is owned by Oleksiy Slyusarev from Dnipro and Oleksiy Morshchagin from Donetsk, and is managed by Mikhail Kogan. Slyusarev ran for parliament in 2014 as a candidate for Serhiy Tihipko's Strong Ukraine party. Slyusarev also previously managed Interpipe Ukraine LLC, part of Viktor Pinchuk's group. Morshchagin owns several other companies and is the partner of Natalia Bogatskaya, the head of the Southwestern Commercial Court of Appeal.
Shareholders of "Druzhkovsky metal products plant" , led by Sergei Zimbrovsky, are Alexey Spiridonov, Sergei Popkov, Anton, Elena, Valery, and Dmitry Malikov, as well as Irina Mishchenko and Spanish citizen Elena Solona Mishchenko. The latter two are the wife and daughter of former high-ranking official of the Ministry of Internal Affairs and the State Fiscal Service, Sergei Mishchenko.
