Problems arose during the investigation into fraud at the Ministry of Revenue and Duties. The hard drive on the server of Kapital Bank, where the prosecutor's office had planned to find evidence of illegal VAT refunds to fictitious entities, was damaged.

As it turns out, the amount of the breach exceeds 3 billion hryvnias. The hard drive was damaged during a flood in the server room on February 14 of last year, allegedly resulting in the loss of databases for the period from January 1, 2012, to December 21, 2013.

The Prosecutor General's Office suspects former tax chief Alexander Klimenko and several other individuals of fraud. They transferred the aforementioned funds to the accounts of Megateriy, Gazinovatsiya, and Eximtekh in 2012-2013, allegedly as VAT refunds. However, the documents of these companies contain signs of fictitiousness, and the companies themselves had no warehouses, no employees, and so on, despite the documents indicating that the shipment of goods and provision of services did take place.

At the same time, the bank refused to provide lists of employees who worked there during the specified period, citing confidentiality of information.

It should be noted that 35% of the bank's shares belonged to the sons of the late businessman Evgeny Shcherban until July 20, when a temporary administration was appointed to the bank.
