What is the former director of the Kyiv Armored Plant suspected of?

Details have emerged of the scandal surrounding the Kyiv Armored Plant's purchase of armored personnel carrier hulls from a security firm.

Information revealing details of the criminal case against the head of an armored vehicle plant, arrested for embezzlement of public funds, has appeared in the Unified Register of Court Decisions.

As a reminder, the director of the Kyiv Armored Vehicle Plant was arrested back in the summer. He "participated in the embezzlement and misappropriation of funds," Prosecutor General Vitaliy Yarema commented on the arrest. This statement followed reports that during an inspection of the plant, the prosecutor's office discovered the loss of one T-72 tank from the Ministry of Defense. The value of the missing tank was estimated at 200 hryvnias.

However, the charges against the top manager stem from a different incident. In June, the plant agreed to supply 20 BTR-3E1 hulls to the Odessa-based private company "SPETS-KOM-YUG," which does not manufacture them and does not even have the necessary license to sell military goods.

The plant's director is suspected of conspiring with his deputy last summer to transfer 12 million hryvnias to a private company as payment for armored personnel carrier (APC) hulls. According to the case file, the chief accountant opposed this, citing the need to coordinate this decision with the state-owned Ukroboronprom concern. However, the director allegedly threatened to fire her.

The plant's lawyers drafted a contract with SPETS-KOM-YUG LLC for the supply of hulls, modeled on previously concluded contracts with Lozovsky Forge-Mechanical Plant. Apparently, this company had previously supplied hulls to the Kyiv armored vehicle plant. At the end of June, the funds were transferred to the Odessa company. However, the goods never arrived in the capital.

The prosecutor's office found that SPETS-KOM-YUG's primary activities are investigations and security. Furthermore, the company is not located at its registered office, is not a manufacturer of armored personnel carrier bodies, does not have a license to sell military goods, and displays signs of being a fictitious entity.

In July, the head of the investigative department of the military prosecutor's office for the Central Region of Ukraine filed a petition with the Pechersky District Court of Kyiv for the arrest of the company's director. The court granted the petition. Bail was also set at 12,18 million hryvnias.

Currently, the military prosecutor's office is pursuing legal action against the parties to the deal, demanding that they terminate the 12 million-ruble contract and that SPETS-KOM-YUG return 12 million hryvnias. The company is not giving in and is also seeking a court order to postpone the delivery of the hulls.
