Oleksandr Borovik, advisor to the Odesa region governor, introduced the new members of Mikheil Saakashvili's team. Among them was Vladimir Shemayev, a minister in the "opposition government" from the Opposition Bloc and former Party of Regions member.

Shemaev will work at the Agency for Investment and Development of the Odessa Regional State Administration, where he has taken up the position of acting head of the investment department.

Little is known about the new member of Saakashvili's team. In 2007, he graduated from Kharkiv National University of Economics with a degree in finance. He later worked for North American Interpipe (USA), a pipe manufacturer. Shemayev also worked for the World Bank Group's ICT program and completed a master's degree at the University of Montana. In the 2014 Verkhovna Rada elections, he headed the list of Mykola Rudkovsky's "Bloc of Left Forces."

An interesting fact is that Shemaev's candidacy was not vetted by Anti-Corruption Office volunteers before being appointed to Saakashvili's team. The situation is further complicated by the fact that Shemaev's fellow party member and member of parliament from the Opposition Bloc Nikolay Skorik constantly criticizes Saakashvili's actions and is in opposition to him.
