As reported on the TSN Tyzhden program, Viktor Lysak, the long-time head of the Poltava Regional State Administration's Health Department, may become the new Deputy Minister of Health. He previously held this position in Mykola Azarov's government.
In 2010, Viktor Lysak served as Deputy Minister of Health, overseeing the Ministry's tender procurement processes. Zinoviy Mitnyk, who had previously overseen the ministry's tenders for several years, was the Minister at the time. During Mitnyk's tenure, companies from Petro Bagriy's group became the Ministry of Health's largest suppliers, receiving contracts worth over half a billion hryvnias annually. Then, Prime Minister Mykola Azarov allowed Bagriy's company, Ganza, to sell medications to the Ministry of Emergency Situations without a tender. Recently, companies from Bagriy's group have been competing for tenders to supply medications to healthcare institutions in the Poltava region, which are subordinate to Viktor Lysak. In November and December of this year, the companies Pharmadis and Ukroppostach competed for tenders totaling 1.23 million hryvnias. Other companies were barred from participating in the bidding.
On November 11, the Poltava Regional Clinical Hospital named after M.V. Sklifosovsky entered into an agreement with Farmadis for the supply of medications worth UAH 520. The only competitor was Ukroptpostach, with a price differential of 0,1%. BaDM LLC, Ukraine's largest pharmaceutical distributor, also submitted a bid, offering these medications at an 8% discount. However, this company was disqualified due to the lack of a manufacturer's letter of guarantee for timely delivery of the required quantity and quality.
On December 11, the Poltava Regional Clinical Oncology Dispensary entered into an agreement with Ukroptpostach LLC for the supply of Paclitaxel worth UAH 297 at UAH 4066 per vial. Rinopharm offered the drug at UAH 3700 per vial, but its offer was rejected due to the lack of a manufacturer's letter of guarantee.
On November 24, the Poltava Regional Children's Clinical Hospital signed an agreement with Pharmadis for the supply of human blood coagulation factors VIII and IX for UAH 242 (2006 and UAH 2119, respectively). The only competitor, with a 4% price difference, was Ukroptpostach.
A little later, on December 15, the same institution entered into an agreement with Pharmadis LLC for the supply of factor VIII blood coagulation agent worth UAH 169. The price per vial was UAH 5136. The only competitor was Ukroptpostach LLC, with a price difference of only 0,6%.
