The State Fiscal Service of the Odesa Region is thriving under schemes that were implemented back when Oleksandr Klymenko was in charge of the agency (read more: Oleksandr Klymenko: He left, but really wants to return ). The State Fiscal Service of the Odesa Region is currently headed by Gleb Vladimirovich Milyutin.
This was reported to us by business representatives who are being “forced” to work under illegal schemes.
According to them, the current tax administration, headed by Gleb Milyutin, who came to Odessa from Kharkiv, is actively working with offshore companies, and they don't shy away from those whose ultimate beneficiaries are citizens of a state that is waging armed aggression against our country.
During April-June 2016, the agency reimbursed VAT that had been generated back in 2013 from tax scams organized in 2012 by A. Klimenko and Chernobai.
Thus, the State Fiscal Service illegally reimbursed 12 million hryvnias to Navyk LLC, EDRPOU code 32146197.

So, as it turns out, even after the high-profile Panama scandal, VAT is being reimbursed to companies registered in offshore zones. Knowing full details of the ultimate beneficiaries, Odessa tax authorities aren't above refunding them, even if they include Russian citizens.
Similar schemes are also implemented through outright fraud. For example, the Odesa Distillery and Kotovsky Winery sold alcohol worth UAH 300 million to Lissa S LLC. Lissa S then converted the proceeds into grain and sold a fictitious tax credit worth UAH 50 million. Tax authorities, led by Milyutin, turn a blind eye to such transactions for 4-6% of the illegal turnover.
VAT is thus injected through shell companies and then simply converted. Naturally, this happens with the knowledge of the regional State Fiscal Service administration, represented by Gleb Milyutin. This individual has surprised local businesses with his approach and "knowledge" of how the fiscal service operates in the Odesa region.
Moreover, while the country is at war, people are dying, and the country's leadership awaits the next IMF tranche, Gleb Milyutin indulges in vacations at expensive resorts in Spain—a favorite vacation spot for the Russian elite—dining at Odessa's finest restaurants and living on "preferential terms" in the elite "White Sail" apartments, all on a single salary. It's worth noting that the "White Sail" complex is connected to Igor Markov, a well-known separatist in the city (read more: Igor Markov: Criminal and Separatist ), who is currently hiding in Moscow, Russia.
Natalia Chebotareva, who is close to the authorities and previously served as deputy head of the tax service in the Donetsk region, is also involved in these schemes. She carries out "special assignments" and carries out the above-mentioned schemes to their logical conclusion, namely, the theft of budget funds.
It's difficult to judge how moral the principles of the State Fiscal Service's leadership in the Odesa region can be considered, and morality is generally relative and subjective. However, where outright criminality and complicity with the occupiers are involved, completely different agencies should be in charge.
Businessmen are calling the attention of the NABU tax investigators and the Prosecutor General's Office. They are demanding that the situation at the Odesa State Fiscal Service be brought back into line with the law.
