The Military Prosecutor's Office is conducting a criminal investigation against service members of the Ukrainian Armed Forces and the National Guard, as well as the company Investstroy LLC, who are suspected of embezzling 1,2 million hryvnias. This was revealed in a ruling by the Rubizhne City Court in the Luhansk Region, according to reports. "Our money".
In May 2015, the Vinnytsia Regional State Administration's Department of Architecture and Urban Development signed an agreement with Investstroy LLC to construct strongholds in the Luhansk Oblast in the ATO zone. The defensive fortifications were to be built in villages in the Starobilsk and Kremensk districts of the Luhansk Oblast.
In August 2015, a commission composed of representatives of the National Guard and the Armed Forces of Ukraine reported that the contractor had completed all construction work. The military signed the construction certificates and readiness reports for the facilities. Following this, the Vinnytsia Regional State Administration transferred UAH 13,05 million to Investstroy LLC.
The court did not provide information about the military's actions that led to the embezzlement of UAH 1,2 million in state funds. However, the court ruling stated that the National Guard and Ukrainian Armed Forces personnel were negligent in their military service and committed this violation. The court granted military prosecutors access to documents from Investstroy LLC and the Department of Architecture and Urban Planning of the Vinnytsia Regional State Administration.
The founders of Investstroy LLC are Maxim Lisyansky and Dmitry Manivchuk, natives of the Luhansk region, as well as the Russian Ural Mineralogical Center Nedra LLC.
