Officially, he claims a modest net worth, employment in public sector institutions, and savings of 100 hryvnias. In reality, he owns a fleet of premium cars worth approximately a quarter of a million dollars, registered to his 21-year-old daughter, and has a possible conflict of interest due to his transfer to a business previously under his control. This concerns Vasyl Hrushko, the former head of the Khmelnytskyi District Office of the State Service for Food Safety and Consumer Protection in the Vinnytsia region.

Vasily Grushko. Family Dynasty
The State Service for Food Safety and Consumer Protection is a "super-department", which combines the functions of several former state inspectorates (veterinary, phytosanitary, consumer protection, sanitary and epidemiological, price control, etc.). The service can create problems for any business—from a tiny coffee shop to a powerful agricultural exporter.

Next, we'll talk about his son. Vasyl Grushko Jr. served as head of the Khmelnytskyi District Office of the State Service for Food Safety and Consumer Protection in Vinnytsia Oblast until March 2025. According to his 2025 income declaration (filed before his dismissal in March), the family's official income appeared more than modest:
- Vasyl Grushko earned 104,6 thousand UAH at the State Service for Food Safety and Consumer Protection in the three months before his dismissal.
- His wife, Marina, received 150,3 hryvnias from the Vinnytsia Regional State Laboratory of the State Service for Food Safety and Consumer Protection.
- The spouses' joint cash savings amounted to 100 thousand UAH.
- The only official car in the family declaration is an old VAZ 21101-01, manufactured in 2007.
In the same declaration, the official listed his 20-year-old daughter, Ekaterina Grushko, who at the time lived with her parents and had no official employment, property, or transportation of her own.

Both Vasily Grushko and his wife Marina received low salaries for years in the State Service for Food Safety and Consumer Protection.
However, the reality differs significantly from the declaration documents. By her 21st birthday, Ekaterina Grushko had acquired a whole collection of luxury cars, with a combined market value of approximately $250. Moreover, all of these cars were registered in 2026. And Vasily Grushko will not be filing a declaration for 2026 (by law, a declaration is only filed for the year in which he was laid off).

So the NAPC and law enforcement are unlikely to notice that the daughter of a former official has registered a 2019 Mercedes-Benz G 500, which costs around $120 and is nicknamed the "cube" for its distinctive body shape, in her own name.

Interestingly, some people list Vasily Grushko as "Vasya Khmelnik Kubik" in their phone books. Of course, this could be a coincidence. Or perhaps the rich 21-year-old daughter let her poor government official father drive her car.

Moreover, Ekaterina Grushko owns more than just one car. She also has a 2022 BMW X6 (priced from $60).

And also a 2022 BMW X7 (starting at $72). The latter car was registered under a gift deed.

And here's another coincidence: among the tags for Vasily Grushko, there's also the caption "Vasily, BMW X.D buyer." As a result, by her 21st birthday, the daughter of a family of State Service for Consumer Protection officials has already acquired cars with a combined market value of over $250.

Where the young woman got the money for such purchases is an open question, as she only recently registered as a sole proprietor under the 2nd group of the single tax, which in no way explains her wealth of such magnitude.
Hidden fines and undeclared property
An analysis of the declaration casts even more doubt on its veracity. According to documents from 2025, Ekaterina did not own any cars. However, she regularly received traffic tickets and fines for violations:
- in September 2023;
- in November 2024;
- in February 2025.
This suggests two possible scenarios: either the girl systematically drove other people's undeclared cars, or Vasily Grushko deliberately "forgot" to register the vehicles of his daughter, who lived with him.

The second version seems more plausible, given another instance of the official's "forgetfulness": the declaration also lacks information about a parking space in the Kyiv suburbs (Petropavlivska Borshahivka village), officially registered to Kateryna Grushko back in 2024.
Vasily Grushko. Employment after being laid off
Vasyl Hrushko's career move after leaving government service in March deserves special attention. Having resigned as head of the Khmelnytskyi District Office of the State Service for Food Safety and Consumer Protection in Vinnytsia Oblast, he immediately found employment at the Agro-Industrial Scientific and Production Enterprise "Visit" (ANPP "Visit").
This enterprise belongs to the family of a former MP Petra Yurchyshyn (officially registered to his wife, Lyubov Yurchyshyn). Yurchyshyn's group of companies has a diverse business:
- agro-industrial sector and food industry enterprises;
- chain of grocery stores;
- Restaurant "Visit"
- the famous sanatorium "Radon".

All these facilities—from food production and catering establishments to health resorts—are subject to systematic monitoring and inspections by the State Service for Food Safety and Consumer Protection. Moreover, the same Radon sanatorium was recently inspected by the very same State Service for Food Safety and Consumer Protection department headed by Vasily Grushko.
