Vasily Volodin: What is known about the governor of the Kyiv region?

Vasyl Volodin is the recently appointed governor of the Kyiv region. According to his asset declaration, he's not particularly wealthy, with most of his wealth registered in his wife's name. The media has described Volodin as a "bankrupt agribusinessman," citing his disastrous experience at the Ukragro Group of Companies. What schemes is he involved in, and what else is known about the Kyiv region's governor?

Vasily Gennadievich Volodin was born in 1979 in the village of Korsunka, Cherkasy Oblast. He is a specialist in international relations and a translator by education. He is married and has two sons. He is an Honored Lawyer of Ukraine, according to Antikor.

On December 20, 2019, he was appointed Deputy Head of the Kyiv Regional State Administration. From March 4, 2020, he served as Minister of Communities and Territories Development under Shmyhal. From March 11, 2020, he served as Acting Head of the Kyiv Regional State Administration. This document was repealed on June 17, 2020, by Decree No. 232/2020. At the same time, he was appointed Head of the Kyiv Regional State Administration.

Vasily Volodin's Declaration: What is Known

So, let's start with the declaration. And here's an interesting detail. So far, we haven't seen a declaration for 2020 for the head of the Kyiv Regional State Administration. There are two declarations for 2019—one from before his dismissal as director of the legal department and one as a candidate for the new position—but there's no recent declaration for 2020 yet. Although it would be quite interesting to see...

Well, that's all still to come. For now, let's see how Volodin is doing with the last declaration he filed before his appointment.

By real estate:

— office, with an area of almost 49 square meters;

— a plot of land, 603 square meters, worth 963 hryvnias (Sorry, but what's that? What kind of land is this – priced at 1,5 hryvnias per square meter???) — registered to the wife;

- another plot of land, with an area of 306 square meters, worth 40,070 UAH, is registered in the name of the wife;

— a house with an area of almost 95 square meters, worth 809,930 UAH, registered in the name of the wife.

There's no official car park yet. The family has one car, worth almost 327 hryvnias. Again, the car is registered to the wife.

The family's income, according to the latest available declaration, is not impressive...

Monetary assets – $8,000.

Monetary obligations

Volodin's wife is responsible for the financial obligations for the house and land, totaling 850,000 hryvnias.

Let us now look at the declarations of Lyudmila, Voloshin’s wife.

There are two completed declarations in 2020 prior to dismissal from the position of Director of Regulatory Support of the Executive Directorate for Legal Issues and Procurement Procedure Support.

The first one is from January 20, 2020.

The second one is from June 10, 2020.

Note the difference between the income of the declarant and that of his family members. It's quite an interesting figure...

Vasily Volodin. Is there any incriminating evidence?

In August 2020, media reports surfaced of EU MP Volodymyr Ariev claiming that Andriy Derkach had been reinstated as the CEO of Energoatom for publishing the tapes of a conversation between Poroshenko and Biden. He also alleged that lawyer Galushchenko, allegedly Derkach's godson and the latter, who had been appointed vice president of the company, was also involved.

"This is the same Galushchenko who, in 2013, under Yanukovych, was already heading Energoatom's legal department. True, it wasn't for long, about six months, but during that time, he managed to lose a lawsuit in favor of Russian companies to whom the Ukrainian nuclear power company paid $28 million for artificially inflated debts. The decision was made in St. Petersburg, in the Russian Arbitration Court," Ariev wrote on his Facebook page. Interestingly, however, this post can no longer be found on his Facebook page. As the MP noted, this return of personal information from Derkach to the company is a specific "fee" for the publication of those very same fake recordings.

And here's an interesting point, as Ariev notes, Volodin's appointment as head of the Kyiv Regional State Administration is "also part of the scheme" of the "Derkach for Nuclear Energy" initiative. Since the Chernobyl Exclusion Zone lies within the Kyiv region, it is there that the Centralized Storage Facility for Spent Nuclear Fuel, a key project for reducing nuclear dependence on Russia, is being implemented in partnership with the American company Holtec International.

As Ariev noted, this facility is scheduled to be commissioned by the end of the year, but following the resignation of Nedashkovsky as Energoatom president, construction has been virtually halted since December 2019. As a result, Russia is once again strengthening its position in our country's nuclear energy market. Therefore, due to the lack of its own centralized storage facility, Ukraine is forced to spend up to $200,000,000 annually on services for the removal and reprocessing of spent nuclear fuel within Russia. According to the MP, Derkach's people have also allegedly been brought in to work for the state-owned company Izotop, which handles ionizing radiation sources.

Moving on.
