City Council Secretary, Acting Mayor, Deputy Candidate, and Mayoral Candidate—that's the bare minimum list of roles for Serhiy Minko. He's led Melitopol under every administration, and he plans to continue leading. But will the locals tolerate him? Serhiy Anatolyevich Minko is the Secretary of the Melitopol City Council. Serhiy Anatolyevich Minko was born on September 20, 1973, in Pavlodar, Kazakhstan. In 2002, he founded Melitopol Cherry, a private limited liability company. Since 2005, he has been the Head of the Zaporizhzhia Regional Center of the All-Ukrainian Civic Association "Ukrainian Agrarian Confederation" and a member of the Council of the All-Ukrainian Civic Association "UAC." Since 2006, he has been the Head of the Zaporizhzhia City Branch of the All-Ukrainian Charitable Foundation "International Fund for the Development of the Ukrainian Village."
OPEN APPEAL TO SERGEY MINKO
We asked Sergei Minko to clarify the situation described in this article in a private message. We hope that Melitopol journalists will also help us uncover the truth.
POWER - WHO IS WHO
City Council Secretary Sergei Minko
In order to take up the post of secretary of the city council, Sergei Minko actively collaborated with the Party of Regions and, in particular, with the head of the Regionals faction in the Melitopol city council, Elena Dubinina, in December 2013 – February 2014.
Elena Dubinina, Oleksandr Ivanovich Kirichenko, the manager of the city branch of the Party of Regions, Serhiy Minko, a city council deputy from the Party of Regions, and Oleksandr Barybin, the former city council secretary from the Party of Regions, received approximately one million hryvnias from the central headquarters of the Party of Regions and actively facilitated the gathering and dispatch of "titushki" (illegal pro-government groups) and babushkas (grandmothers) to the Kyiv Anti-Maidan.
During that period, S. Minko reached an agreement with E. Dubinina, I. Kirichenko, and A. Barybin to replace the then secretary of the city council, A. Chappa, to establish and maintain the order they desired in the city, with the goal of subsequently being elected as a people's deputy of Ukraine from the Party of Regions.
Upon coming to power, Sergei Minko actively supported pro-Russian rallies, which he repeatedly stated to members of the public and was covered by city media. He even participated in one of the rallies.

City authorities are helping organize pro-Russian rallies (video)
Melitopol City Council Secretary Serhiy Minko was unable to participate in Saturday's "People's March" of pro-Russian Melitopol residents due to his absence from the city, according to event organizer Ekaterina Umanets. She publicly announced the invitation during the blockade of the military registration and enlistment office.
Nevertheless, Acting Mayor Sergei Minko publicly acknowledged that the city government will provide assistance to people with the tricolor in organizing their events:
"We know about all the rallies that take place here, and we help: we provide electricity and allow them to officially hold rallies, and we alert the authorities. Believe me, we're aware of everything that's going on," Sergei Minko assured the Melitopol residents blocking the military registration and enlistment office.
In gratitude for his appointment, S. Minko appointed E. Dubinina as the manager of the Melitopol City Executive Committee and wanted to appoint her as deputy mayor for social issues. Only thanks to the intervention of the Melitopol Region Self-Defense during a city council session did the "mother of the titushki" request her resignation.
Moreover, during the celebrations dedicated to Ukraine's Independence Day, S. Minko awarded certificates to entrepreneurs who openly expressed their separatist views.

The Melitopol City Council's official website published information about the celebratory event held on Victory Square on the eve of Ukraine's Independence Day.
The Melitopol City Executive Committee awarded a Certificate of Honor for significant contribution to the city's development and active support of state sovereignty to: Avtoprivod LLC, represented by its director, Alexander Akimov.
Mr. Akimov's political position can be judged by the actions of his son, Andrei, about whom the press wrote back in April, precisely at the time when pro-Russian activists were gathering in the city for their Sabbaths.
Here is this material.
The Melitopol checkpoint was demonstratively destroyed by local separatists.
According to available information, a checkpoint built by local self-defense forces from car tires to protect themselves from separatists burned down this afternoon. The details are being clarified.
Two self-defense members were stationed at the checkpoint when a group of young men approached them. According to witnesses, they were members of the so-called Anti-Maidan Defense, who always gather for rallies led by Kateryna Umanets. Despite the presence of police officers at the traffic police checkpoint, the separatists demonstratively destroyed the self-defense checkpoint and set fire to a tire inside. The police officers observing the incident took no action.
According to witnesses, the thugs were led by a certain Andrei Akimov, the son of the owner of the Melitopol-based Avtoprivod Shopping Center LLC. On social media, Akimov openly flaunts his material wealth and posts calls from self-proclaimed Crimean Prime Minister Aksyonov to support terrorists in the southeast.
Sergei Minko's personnel policy is also surprising: he appoints people to key positions who sent titushki to Kyiv and who, during pro-Russian rallies, called on the government to federalize Ukraine.
So, Sergey Minko is weak by nature but vindictive, preferring to "eliminate" those he deems undesirable through proxy means. He always dreamed of a political career. His first attempt to become city council secretary, with the help of MP Volodymyr Yaroshchuk, failed. Artur Polyachenko's sum outweighed the size of Sergey Minko's "tribute." A second attempt to head the Melitopol District State Administration also failed. Sergey Minko is a businessman. In his inner circle, he is considered dishonest (he seeks to steal the "Melitopol Cherry" brand and the "Melitopol Experimental Farm," both established before his birth); he cheats in paying tenants, and, as far as is known, he shipped goods mainly to Russia, which by this time had already seized Crimea and begun aggression in the Donbas).
Next to Sergei Minko is Anton Lukoyanov (one of Minko's office managers, a former FSB officer). He is his unofficial assistant and rarely appears in public.
His deputies include Elena Dubinina, head of the Party of Regions faction in the local city council. She was responsible for organizing buses carrying "titushki" (illegal criminals) for trips to Zaporizhia and Kyiv.
Pavel Timofeev is another of Minko's freelance aides. He's currently a member of the Party of Regions, but has previously betrayed several parties—first in the Party of Regions, then defected to Vitali Klitschko's party, then to the Party of Regions. He worked loyally for Mayor Dmitry Sychev, and he also served Walter loyally until he was indicted. Although, in the grand scheme of things, it was Pavel Timofeev who should have been in the dock next to him, as he created the charitable foundation and controlled its cash flows. Pavel is also a skilled grant thief, having carried out a scam involving a government-owned apartment, privatizing and reselling it. After leaving the executive committee due to the charitable foundation scandal, he received unemployment benefits and, simultaneously, under-the-table payments for his work in Minko's office and at Tyhypko's Melitopol campaign headquarters during the elections. In the current elections, the unsinkable P. Timofeev, who is ready to sell out to anyone, is already heading Poroshenko's political party.
Serhiy Minko appointed Maksym Zubarev, a city council member from the Communist Party of Ukraine (CPSU), to the position of acting director of the Melitopolkommuntrans municipal enterprise. He is an active participant in pro-Russian rallies and has repeatedly called for a vote for federalization in Ukraine from the podium. (Pictured with a red tie.)
Upon coming to power, Sergei Minko placed his people in charge of municipal enterprises, with deputies acting as "overseers" above them. Thus, Communist Party member Taras Genov oversees the Ritual municipal enterprise, while Party of Regions member Sergei Popov oversees the Melitopolzhilservis municipal enterprise (the city's markets)—the most profitable enterprises. These overseers help Minko keep the cash flow under his control.
S. Minko never participated in organizing or conducting four patriotic motor rallies or two peace marches for a united Ukraine. He did not participate in the Independence Day ceremonial rally or the vyshyvanka march. He did not participate in organizing, but was invited to, a rally dedicated to the 70th anniversary of the deportation of the Crimean Tatar people (he left immediately after speaking) and the motor rally. He also did not participate in organizing the Unity rally on September 04 (a rally in southeastern cities) – he was invited, delivered a campaign speech, and then immediately left. Technical equipment and coverage in municipal media for the aforementioned events were provided by participants in the patriotic movement and financed by them.
Now about S. Minko's moral character. He's married for the second time. He has a son from his first marriage, a son and daughter from his second, and a young mistress whom he completely supports and controls. He recently bought a car, an apartment, etc.

Based on the above, I would like to ask a few questions of Ukrainian President Petro Poroshenko, the head of the Petro Poroshenko Bloc party, Yuriy Lutsenko, the head of the Zaporizhzhia Regional State Administration, V. Baranov, and Petro Poroshenko's central election headquarters. Can such a candidate represent the President and your party, who have proven their willingness to lay down their souls and bodies for a united and prosperous Ukraine? How much longer will political prostitutes continue to worm their way into power in our new country, which we, who participated in the Maidan protests across Ukraine and are now helping our army in every way possible in the fight against the Russian occupiers, continue to do so?
Former Party of Regions member Serhiy Minko is running for parliament as a member of the Petro Poroshenko Bloc.
He announced this on his Facebook page. "Today I made an important decision. I'm running for parliament. I'm happy to announce that the Petro Poroshenko Bloc Party will support me in the snap parliamentary elections. But the main thing that pushed me to take this serious step was the support of the people of Melitopol," Serhiy Minko wrote.
Apparently, Serhiy Anatolyevich lives by the principles of a scene from the film "Wedding in Malinovka" and changes his tune with the arrival of a new government. While this is quite common in our country, as Ukrainian MPs are fond of switching parties, shifting their priorities, something else is surprising. How did a former Party of Regions member end up in Petro Poroshenko's party, which is planning to build the country "in a new way," but is still trying to retain the old cadres?
What is Sergei Minko afraid of?
For four months now, no city council session has been resolved. City council sessions are cancelled, not held, and postponed under any pretext. As is known, two resolutions on the termination of City Council Secretary S. Minko's employment have been submitted to the scheduled session.
It will soon be a year since Sergei Anatolyevich was appointed city secretary, and it's already possible to sum up some of the results: city residents have witnessed a failed attempt to gain a parliamentary seat in the Verkhovna Rada, the state of the city's roads is getting worse and worse, and there are no solutions. Instead, we're seeing incomprehensible meetings of activists, coordination councils, and so on—creating only the illusion of work rather than real action.
The memories of the false bombing of the City Council session have not faded from the city's memory; it all seems like a desperate attempt to cling to the secretary's seat. What prompted Serhiy Anatolyevich's attachment to this position? Unofficial sources have revealed that, during the time when our city's leadership was appointed from Zaporizhzhia, certain shady schemes were established to siphon off cash from utility companies, which were apparently inherited by the current leadership. The current secretary was elected by city council members, and after almost a year, it would be fair and proper to conduct a test of trust for the city council secretary.
Anti-corruption activists. Activists uncovered the government's criminal schemes.
In Melitopol, billboards are disappearing from the streets not only due to strong winds but also as a result of corrupt schemes by vested interests, according to activists from one public organization. A businessman who installs billboards approached them for help. He complained that one of his structures had been stolen with the assistance of local officials, and that he himself had been detained by law enforcement.
Entrepreneur and social activist Alexey Focardi attended the latest meeting of the executive committee to raise the concerns of entrepreneurs with Acting Mayor Sergei Minko and the executive committee members. These concerns included the government's decision to demolish four "Press" kiosks and the egregious theft of property belonging to entrepreneur Gennady Zyablov, according to him. Alexey Focardi is certain that everything that happened was not only done with the tacit consent of the authorities, but even with their complicity.
Alexey Fokardi (civic activist): "This is private property, we've checked all the documents. They're all there. Fedorov was in charge of the police. Are these people who want to improve the life of the city, or are they looking to engage in illegal activities? Zyablov was detained; this is arbitrary, it's all illegal! Are you aware of what's going on in the city? Why aren't you responding?"
For some reason, Sergei Minko took a long time to answer the question "in essence." The acting mayor recalled the time when, according to him, he suggested to Alexei Focardi that he bring order to the city's advertising system.
Sergei Minko (Acting Mayor): “I offered you my office, my staff… - You haven’t held a single meeting of the working group.”
Sergey Minko agreed that the billboard problem in the city exists and is serious. He said that activists were given the opportunity to work on the issue to address it. They agreed, but the outcome, according to Alexey Focardi, was not in the authorities' favor.
Alexey Fokardi (civic activist): "Yes, we've worked and exposed the government's corrupt practices. In this situation, you're not trying to fill the budget. You're putting obstacles in the way of entrepreneurs. The land commission is completely lawless and lawless. I'm ready to answer for every word."
The advertising market has been and remains one of the most profitable. However, in pursuit of dividends, both activists and Capital Construction specialists believe that corruption in the billboard industry must be eliminated, current laws must be amended, and the safety of people and vehicles must be kept in mind. To dot the i's and cross the t's, each specific advertising installation must be reviewed by a special commission, with the participation of the regional traffic police, where the final approval is given. This isn't the case yet. Meanwhile, there are 450 billboards across the city instead of the 250 required by regulations. There's also a lack of goodwill among government officials to address such issues, given the advertising industry's profitability and the associated corruption.
