As reported by the website "Nashi Groshi," citing the "Bulletin of State Procurement," on November 12, a contract was signed to prepare design documentation for the restoration and overhaul of the administrative building of the Supreme Court of Ukraine. The value of this agreement with OJSC "Giprograzhdanpromstroy" is UAH 2,340,000. The total area of the administrative building of the Supreme Court of Ukraine is 2317 square meters. It is designed to accommodate 150 people and 25 visitors. The cost and duration of the renovation work are still unknown.
Since the beginning of 2010, Giprograzhdanpromstroy has already received orders totaling UAH 9,140,000. At the same time, three other design firms were also participating in the bidding process. The SBU Design Institute offered the lowest price for the design services. However, for a number of reasons, it was excluded from the bidding process. It was accused of failing to meet deadlines for the work, and was also cited for outdated design documentation.
A third of Giprograzhdanpromstroy OJSC is owned by Gipro-2 LLC, whose owners are the company's chairman of the board, Pavel Antonyuk, Alexey Bulash, and Lyudmila Simonova. Antonyuk also directly controls another 13% of Giprograzhdanpromstroy OJSC.
We would like to note that, in accordance with the Law "On the Purification of Government," an investigation has begun against judges of the Supreme Court of Ukraine. On November 17, the Supreme Court decided to appeal to the Constitutional Court of Ukraine regarding the constitutionality of certain provisions of the Law "On the Purification of Government." Leonid Yemets, co-author of the law, stated that the Supreme Court judges do not want to be subject to lustration.
