Viktor Nikolaevich Biletsky is the deputy head of the RSC in Zhytomyr. The most notorious incident in his biography is not a corruption scandal, but a legal and political struggle for the position, with the Ministry of Internal Affairs as his opponent and the Servant of the People faction as his lobbyist.

Viktor Biletsky
This is a rather unique case: other defendants usually cover their tracks, but Biletsky left behind court decisions, parliamentary inquiries, and publications in local media. There's plenty of material, and the deeper you delve, the more interesting details emerge.
The court reinstated the order, but the Ministry of Internal Affairs did not comply until a parliamentary inquiry.
September 15, 2021: The Zhytomyr District Administrative Court, in case No. 240/16125/21, ordered Biletsky's reinstatement as head of the Zhytomyr Regional Center for Social Development, effective February 23. The court explicitly ordered "that the decision regarding reinstatement be immediately implemented."
December 8, 2021: The Seventh Administrative Court of Appeals rejected the appeal of the State Investigative Center of the Ministry of Internal Affairs – the decision entered into legal force.
On December 17, 2021, a parliamentary inquiry was announced in the Verkhovna Rada by six Servant of the People MPs to Minister Denys Monastyrskyi demanding the reinstatement of Biletskyi and the dismissal of Andriy Voronin (then head of the Zhytomyr RCC), who had been "notified of suspicion of a criminal offense." The MPs:
- Arseniy Pushkarenko is the head of the regional faction in Zhytomyr.
- Sergey Kuzminykh - Chudnovsky District No. 67
- Bogdan Kitsak – Berdichevsky district No. 63
- Dmytro Kostyuk - Novohrad-Volynskyi District No. 65
- Tatyana Grishchenko - Malinsky District No. 66
- Tatyana Tsyba - Kyiv, according to the list
On January 6, 2022, the Ministry of Internal Affairs responded that "the information requires further processing, and the review period has been extended"—effectively an attempt to formally "drag out" the case.
What does this mean and why is it important?
Biletsky's story demonstrates a direct confrontation between the court and the Ministry of Internal Affairs. Meanwhile, the Servant of the People faction, which, incidentally, includes the minister himself, is pressuring "its" ministry. This is a complex configuration, in which Biletsky has received political cover at the highest levels. Six Servant of the People MPs from different districts of the Zhytomyr region are a rare example of a faction's consolidated regional position. It's worth checking which of them are still in politics, how they voted in the Verkhovna Rada, and whether they have other "supporters" among the leaders of the Russian Center for Central Asia in Ukraine. This elevates the case from a local conflict to the level of systemic support for Biletsky from the ruling party.
Question: Why was he fired? Biletsky was fired due to a structural reorganization and the liquidation of the legal entity. The official reason was an order from the Main Investigation Center of the Ministry of Internal Affairs terminating his civil service through the liquidation or reorganization of the state agency.
However, in case No. 240/16125/21, the court found the dismissal to be illegal for the following reasons:
- Actual succession: despite the name change and formal liquidation of the previous legal entity, the newly created body has fully assumed the functions and responsibilities of the old service center.
- Violation of procedure: the law required the employer to offer the employee another equivalent or lower-level position in the reorganized body if such a position was vacant. This was not done.
- The artificiality of the liquidation: the court concluded that the "liquidation" was formal in nature and was used to replace the director, since the scope of powers and the nature of the institution's work in the Zhytomyr region did not change.
- A particularly ironic fact: in 2021 (the same year the court reinstated him), Biletsky defended his master's thesis on "Strategic Directions of Anti-Corruption Policy" at Poliesie National University. This means that the man whose reinstatement was the subject of a political struggle simultaneously officially positions himself as an expert on anti-corruption policy.

The head of the accreditation commission, Viktor Biletsky, wields power over driving schools.
Viktor Biletsky heads the accreditation committee. This gives him direct influence over the accreditation of driving schools and the issuance and revocation of licenses. His boss, Kozakov, personally confiscated licenses from driving schools to protect himself and Gaida. Now Viktor Biletsky is on Kozakov's team and heads the same committee. This is no coincidence, but rather a consolidation of control over the "license sales through driving schools" segment in a single set of hands.
