appointment Anatoly Oliynyk The appointment of Anatoliy Oliynyk as the head of the Vinnytsia Regional State Administration is evidence of the new central government's unwillingness to implement the Maidan decision to dismantle the criminal system of power in Ukraine. The aforementioned head of the executive branch was appointed in a typically shadowy, Byzantine manner: behind the scenes, without explanation of the reasons for his selection, and without consultation with civil society. Oliynyk is a former, perhaps inactive, but still a real accomplice of the local criminal regime; a man with specific Komsomol experience and strong ties to shadow and oligarchic structures. The main purpose of Anatoliy Oliynyk's appointment was to transfer Vinnytsia to the control of Poroshenko's oligarchic family. And that is precisely what happened.
All this allows us to assert that the new chairman of the regional state administration is an illegitimate head of the regional executive branch of government.
But on top of that, he's also a liar. For example, Anatoliy Oleynik recently thanked foreign representatives for the European Union's response to Ukraine's request to facilitate reform of its security and law enforcement agencies at both the national and regional levels.
"Now is the time to reform law enforcement and security agencies. This will help restore public trust in them. The number one problem facing these agencies is corruption. Unfortunately, we lack the effective mechanisms to combat it that European countries have. Therefore, we need your experience and skills," the head of the regional state administration emphasized.
He was talking about corruption. Oleynik made several other statements about how he plans to combat corruption in the region:
Of course, as always in such situations, there are those who are dissatisfied. This is, of course, an objective process, as it's extremely rare to reach a common solution that satisfies all parties. Overall, we managed to reach a unified compromise. However, now that district personnel appointments are in the final stretch, I urge you to return the situation to a pragmatic course. I appeal to all conscientious citizens and political forces in the region: balanced, united, and organized actions are our strength in countering internal challenges and external aggression. I am confident that time and events will determine personnel priorities. If any miscalculations have been made, they will quickly become apparent, and together we will draw the right conclusions. The most important thing is for the Vinnytsia government and society to work harmoniously and constructively. As the head of the regional state administration, I assure you: the regional government is making every effort to establish law and order in the Vinnytsia region, prevent corruption, and ensure the harmony and security of every resident.
But the reality is quite different. Not only is the Regional State Administration Chairman failing to wage a genuine fight against corruption and organized crime, but he's actually hindering law enforcement efforts, helping criminals escape justice. Just look at the investigation into state racketeering in 2013, when the former Chairman of the Vinnytsia Regional State Administration, Ivan Movchan, created a criminal scheme (possibly still in effect!) to extort funds from Vinnytsia entrepreneurs by signing social partnership agreements. This scheme allowed the criminals to siphon off nearly 1 billion hryvnias from citizens.
At the same time, all proposals from civil society regarding personnel appointments, in particular from Vinnytsia’s Right Sector, are consistently rejected by Anatoly Oleynik.
Honest and decent professionals, repressed by Yanukovych's criminal regime for fighting corruption and organized crime, have not only not been reinstated, nor even rehabilitated, but continue to be demonstratively persecuted by organized crime figures from Anatoly Oliynyk's team, such as Lyubov Spiridonova, Igor Ivasyuk, and others.
Here, I should take a step back and tell a humorous version of the story of how Oliynyk became governor, but that's how it happened. What's interesting is that people didn't and don't know him very well. What is known is that from 1995 to 2001, he held senior positions at the Dibrova rural enterprise, and then repeatedly served as head of the Tomashpolsky District Council. That's all. Rumor has it he's a protégé of the Ukrainian president himself, working to ensure peace and order in the region!
And then what happened—aggression from Russia. It's perfectly clear that the president and his team must address these issues—issues of integrity, freedom, and life. Unfortunately, as the saying goes, "one man's war is another man's mother." Realizing that Oliynyk lacks much control over the region, he begins to bring his Tomashpol team to Vinnytsia, including Oleksandr Yakubik, the important (to fill the vacant position) head of economic development at the Vinnytsia Regional State Administration. They had already served in the Tomashpol District Council. And what's more, do you know such mega-deputies of the Vinnytsia Regional State Administration as Roman Borisovich Akselrod, a member of the regional council's standing committee on municipal property regulation and privatization—incidentally, he's the one who's so opposed to housing and utilities reforms? Lyubov Mikhailovna Spiridonova, a member of the regional council's standing committee on healthcare, resorts, and healthy lifestyles—guess who didn't like the reforms regarding chief physicians? And a few others, whom the Vinnytsia region has been wanting to get rid of for a long, long time. These people are millionaires who can't be dragged away from their food. Vinnytsia residents know this, and unfortunately, Mr. Oliynyk himself doesn't know, even though he occasionally holds secret meetings with such people, etc. I wonder how the president will react when he finds out who his man is working with here?
If all officials, new ones, so want change, transparency and democracy, then why are we still talking about Axelrod and his ilk?
Don't forget, Mr. Governor, it was you who installed him in office. If you think no one at the top knows anything, you're sorely mistaken. But do you have a conscience, a right, when there's a war going on in Ukraine, to be busy eliminating those you don't like? It would be better to channel that energy into helping our soldiers, seeking sponsors, etc., and that will be an act that will be appreciated!
Here's another example of Oleynik covering for corrupt officials: Yevhen Baul, a distinguished figure in Ukraine's agricultural sector, still holds his position. He remains the Head of the State Phytosanitary Inspectorate of the Vinnytsia Region.

Control Features:
An ardent supporter of the criminal Yanukovych regime. A member of the Party of Regions. During the revolutionary events, he constantly emphasized his support for the then-current government and prohibited employees from participating in public protests. On December 14, 2013, he threatened to fire approximately 50 employees and forced them to attend the Anti-Maidan protest in Kyiv, promising a reward of 200 hryvnias. Upon their return, he embezzled the funds. He also fired one employee for refusing to participate.
"Over almost five years of management, he has transformed the inspectorate into a corrupt machine. All of the service's core tasks are carried out only on paper. Performance indicators, laboratory test results for regulated objects, and so on are falsified. The staff has been replaced by 80%. The best specialists have been forced to leave to avoid carrying out criminal orders. New employees are hired only through connections and bribes."
"In his work, he is guided solely by the principles of humiliation of human dignity. He primarily communicates with his subordinates using obscene language, constantly demeaning their human and professional dignity, and threatens them with prosecution by the competent authorities—the SBU, the Ministry of Internal Affairs, the Organized Crime Control Department, the UBEP—and even physical violence. His favorite line is that the competent authorities are "feeding" at his fingertips, and he can "set them on" anyone, or, conversely, "cover them up" from prosecution. As a result of this leadership style, almost all experienced specialists have left the service, some due to serious health problems related to psychological and moral pressure.
The main sources of undue benefit are:
— Bribes for obtaining permits. For each quarantine or phytosanitary certificate, a business entity must pay a bribe of 40 hryvnias. On average, approximately 50000 such documents are issued per year. The unlawful benefit amounts to 2 million hryvnias per year.
— On our own initiative and in collaboration with the previous leadership of the regional state administration, we established a system of extortion—approvals from the regional state administration for the export of grain outside the region. The approval fee is $5 per ton. In 2013, over 500 tons of grain were exported from the region. The unlawful gain amounted to $2500000.
— A system of extorting a certain percentage of paid bonuses and compensation for unused vacations from subordinates has been established, under threat of dismissal and further prosecution. In this way, 1,5 million hryvnias were collected last year.
— State inspectors, under the guise of state oversight and other legally mandated procedures, are engaged in racketeering against business entities. Unlawful benefits, both monetary and in the form of regulatory byproducts, are demanded in exchange for unimpeded business activity.
There are attempts to monopolize the fumigation services market. Entrepreneurs are forced to use the "right" companies, while artificial obstacles are created for their competitors. For example, the prosecution of one fumigation company was fabricated.
Directions of expenses for undue benefit:
— A house was purchased at 11 Traktornaya Street. A major renovation of the house and surrounding area was completed. The interior is top-notch. According to conservative estimates, the house's current market value is approximately $250.
— Over the past year, two new SUVs have been purchased: a Volkswagen Touareg V8 TDI (costing from UAH 1 million) and a Mazda CX-5 Premium (costing from UAH 400).
Every 1,5 to 2 months, my wife and I go on 10 to 14-day trips abroad to the world's most expensive resorts. According to travel agency rates, each trip costs at least $10. The State Border Service of Ukraine is happy to confirm this information.
