The foundation of any state's economy is its enterprises. Today, Ukraine's state assets are concentrated in the hands of a failed beekeeper, a Cossack of three masters, Vitaly Trubarov. Our hero is a man who has managed to maintain a comfortable position under any government. And all this thanks to his innate talents – faithfully serving his master, always sharing his stolen goods, and refusing to shy away from any means necessary. One can only shudder to imagine the fate of the already impoverished Ukrainian economy if Trubarov's privatization campaign gains momentum.
The Strange Career of Cossack Yanukovych
Vitaly Nikolaevich Trubarov was born on September 11, 1973, in Makeyevka, Donetsk Oblast. He graduated from Donetsk State Technical University in 1995 with a degree in engineering and economics. He also earned a Master of Public Administration from Donetsk State Technical University in 2001. He holds a PhD in Public Administration.
Vitaly Nikolaevich began his career in 1995. Immediately After graduating from the university, he received the position of deputy head of the department of JSC Aton, and then head.
There's a big blank spot in Trubarov's official biography: the years 1997-2000. During this time, our hero neither worked nor studied. Skelet.Org It is known that from 1998 to 2003, Trubarov was a member of the People's Democratic Party and even headed its regional branch. In the 2002 elections, Trubarov received the 214th place on the list of the "For a United Ukraine!" electoral bloc as a member of the People's Democratic Party. At that time, the NDP was headed by Vladimir Litvin, calling his team "the guarantor's personnel reserve" - Leonid Kuchma.
It is noteworthy that in 2004, during the Orange Revolution, Trubarov supported the pro-government forces' nomination of Viktor Yanukovych for the post of President of Ukraine.
In 2003, Vitaly Nikolaevich attended a meeting of the "Permanent Interstate Coordination Council of Cossacks of the Three Countries—Russia, Ukraine, and Belarus" in Moscow. At the time, Trubarov was introduced as the Chief of Staff of the Union of Cossack Organizations of Ukraine. Incidentally, while jumping into the White Stone Age with the rank of Cossack, Trubarov was already listed as the head of the Donetsk branch of the State Property Fund of Ukraine. When Viktor Yanukovych departed for Kyiv to take up the post of Prime Minister, he took Serhiy Lazarenko with him. Lazarenko, however, retained his successor, Trubarov.
In 2002, Trubarov worked briefly as deputy director of the private production and commercial firm "Extra." He then transitioned from business to government service. From 2002 to 2003, he served as a first-category specialist at the Donetsk Oblast Regional Office of the State Property Fund of Ukraine. In 2003, Vitaliy Nikolaevich rose to the rank of deputy head of the representative office, and later to head of the Donetsk representative office of the State Property Fund of Ukraine.
From 2003 to 2006, our hero headed the regional office of the State Property Fund of Ukraine for the Donetsk region. From 2006 to 2007, he was deputy head of the department of the Donetsk Regional Council. From 2009 to 2010, he was deputy head of the State Tax Inspectorate in the Voroshilovsky district of Donetsk.
Afterwards, Gennady Trubarov moved to Kyiv. For five years, from 2010 to 2015, he served as deputy head, first deputy head, and head of the regional office of the State Property Fund of Ukraine for Kyiv. Despite holding such a high-profile position during the Yanukovych era, Trubarov managed to avoid lustration and even climb the career ladder.
Thus, in 2015, Trubarov was appointed assistant to the Chairman of the State Property Fund of Ukraine. He was later promoted to chief specialist of the Department for Coordination of Activities of Structural Units of the State Property Fund of Ukraine. In April 2017, our hero became the Chief of Staff of the State Property Fund of Ukraine. He held this position until December. And then the fun begins. As Chief of Staff of the State Property Fund of Ukraine, on September 12, 2017, Vitaliy Trubarov became Acting Chairman of the State Property Fund of Ukraine, which is contrary to Ukrainian law. After all, the position of the head, having received the prefix "acting," can only be filled by his deputy. Incidentally, Trubarov became Deputy Chairman of the State Property Fund of Ukraine only on December 28, that is, almost 3,5 months after his appointment as Acting Chairman. It is noteworthy that this information posted on the website of the State Property Fund of Ukraine and still hasn't attracted the attention of law enforcement.
According to political scientist and president of the Center for Innovative Consulting "KDA" Dmitry Korneichuk, the Cabinet of Ministers and law enforcement agencies do not care, since the purpose of Vitaly Trubarov's appointment is conducting a sale of state property in the interests of individual business groups.
"At stake are lucrative enterprises with real multi-billion dollar value, which are about to be sold. Essentially, the current acting head of the State Property Fund will fulfill the same role as the former head of the National Commission for State Regulation of Energy and Public Utilities. Dmitry Vovk" , who was pulled out of nowhere to raise electricity tariffs and approve the "Rotterdam+" formula. And the "front man" Trubarov can always be fired later if a scandal erupts over privatization. Or even handed over to law enforcement agencies to be devoured," Korneichuk believes.
It's important to understand that since Trubarov was appointed in violation of procedure, he is, in essence, an illegitimate head of the State Property Fund. And if anything happens, even rural lawyers could invalidate any contracts signed by Trubarov.
Gardener, beekeeper and just a family man
After analyzing Vitaly Trubarov's declaration, more questions than answers emerge. The most important ones are: Where does the Trubarov family get the funds to purchase new property, given their meager income? Why does Vitaly Trubarov's mother rent property from her son for 70 hryvnias per year and yet still give him 250 hryvnias? Now, let's take things one by one.
In 2016, Vitaliy Trubarov's income was UAH 298,2, of which UAH 90,7 was salary, UAH 70 was income from property rental (paid by his mother), UAH 137,5 was from beekeeping, and UAH 250 was a gift from his mother.
In 2017, our hero lived on his salary alone, albeit a rather substantial one. For example, over the course of the year, Vitaliy Trubarov earned 380,5 hryvnias.
In 2016, Vitaliy Trubarov had $17, €10, and UAH 17 in cash. In 2017, our hero's foreign currency stash remained unchanged, but his hryvnia reserves grew to $170.
Vitaliy Trubarov's real estate includes a 106,5 sq. m. apartment in Kyiv, purchased in 2015 for UAH 1,917,000, and a 15,4 sq. m. parking space in the capital, purchased in 2015 for UAH 129,400.
Our hero drives a 2014 Hyundai Grand Starex, purchased in 2016 for 300 thousand UAH.
Vitaly Trubarov's wife is involved in gardening and is on maternity leave. Last year, she also took over management of her husband's beekeeping business.
Thus, in 2016, Oksana Trubarova earned 40,6 UAH, of which 20,6 UAH came from maternity benefits and 20 UAH from gardening. In 2017, maternity benefits amounted to 17,2 UAH, gardening income was 25 UAH, and beekeeping income was 35 UAH. This suggests that Vitaliy Trubarov made a mistake by transferring the business to his wife, as she reduced his profits by more than 100 UAH.
As for gardening, Oksana's fortunes aren't going particularly well here either, as she earns pennies on her vast plots of land. Or maybe not? Perhaps Trubarov's wife simply doesn't declare her actual income, and that's where the money for the property purchase came from? It's worth noting that she's not registered as a private entrepreneur.
Oksana Trubarova has declared the same amount of cash for two years in a row: 10 thousand dollars and 27 thousand hryvnias.
Regarding the land we've already mentioned, there's a very interesting point. In 2017, Vitaliy Trubarov filed two declarations, and in the first, he "forgot" to indicate that his wife owned two plots of land in the Rivne region. Oksana Trubarova, for example, purchased two plots in 2016: one with an area of 4498 square meters (at a suspiciously low price of 1,800 UAH) and the other with an area of 15,288 square meters (at a price of 73,700 UAH).
It's worth noting that the wife, who is on maternity leave and has a meager income, expanded her real estate holdings in 2017, purchasing another 1250-square-meter plot of land in the Rivne region for UAH 60 and a 77,7-square-meter house for UAH 50.
Oksana Trubarova's vehicle is a 2014 Nissan X-Trail, purchased in 2016 for 240 thousand UAH.
That's all we can say about Vitaly Trubarov's official income. But there's another side to the coin—the acting head of the State Property Fund's unofficial multi-million dollar income.
