Dissatisfied clients of developer TMM – residents of the Sonyachna Brama residential complex – plan to cancel their management company's services, accusing the private housing office of inflated rates and poor service quality, and to create their own condominium association. They suspect TMM owner Nikolai Tolmachev of seeking to recoup his debts to banks at the expense of the company's clients.
KV learned of this from a report on the Zerkalo Nedeli portal, which cited information from a specialized forum for residents of the Sonyachna Brama residential complex.
This business-class complex has been built (the last two buildings are scheduled to be commissioned in the current quarter) and is managed by the renowned developer TMM.
Apartment owners are raising suspicions of fraudulent heating and electricity bills being inflated by a commercial housing office. Residents are writing about this on the specialized forum of the Sonyachna Brama residential complex. Most forum visitors are perplexed by the bills the management company is sending them. According to apartment owners, heating bills for one-bedroom apartments exceed 3 hryvnias, and the management company is charging similar amounts for electricity.
Forum participants accuse the management company of fraud aimed at inflating utility bills. According to one resident, TMM is using water meters to calculate residents' alleged heat consumption.
Residents, in turn, attribute inflated electricity bills to the costs of the complex's external decorative lighting.
Many forum participants attribute the inflated utility rates and savings on construction materials to the fact that TMM owner Nikolai Tolmachev is "trying to compensate for TMM's debts to banks."
It's worth noting that the Sonyachna Brama residential complex is marketed as a business-class complex. However, according to residents, TMM skimped on not only the installation of heat meters but also on thermal and acoustic insulation materials during construction. For example, the complex used standard foam plastic as insulation. After the 25-story building in Kyiv at 1B Hetmana Street burned down almost completely in 2013, which was insulated with foam plastic, developers are no longer using this material even in economy-class buildings. Forum participants complain not only about the insulation material itself but also about the quality of its installation.
Forum participants see the only solution in creating their own association of co-owners of an apartment building (OSMD).
Residents of the Sonyachnaya Brama building are planning to hold a general meeting soon. Many are convinced that the time for negotiations with Nikolai Tolmachev is over. The businessman has no time to resolve the residents' problems. He is effectively bankrupt.
Following a lawsuit filed by a bank as part of enforcement proceedings to collect a loan debt, the owner of TMM was seized from his apartment and personal car, and the entrepreneur himself was banned from traveling abroad by a court order. The total amount of the TMM owner's problematic loan debt exceeds one billion hryvnias. Media outlets also reported the possible seizure of Mykola Tolmachev's corporate rights to the Cypriot company TMM Real Estate Development plc, which owns 100% of the development and construction company Firma TMM — LLC (Kyiv).
