MP Andriy Levus published an appeal to Interior Minister Avakov, stating that Ecosipan LLC, owned by Viktor Polishchuk, had acquired Oleksandr Yanukovych's All-Ukrainian Development Bank (VBR). The MP posted the appeal on his Facebook page.
According to Levus, Ecosipan LLC managed to reach an agreement with the Antimonopoly Committee of Ukraine, the National Bank of Ukraine, and the Deposit Guarantee Fund to purchase shares in VBR Bank. This deal will help save Yanukovych Jr.'s financial institution, as VBR was declared insolvent by the National Bank of Ukraine (NBU) in September 2014. It is known that Oleksandr Yanukovych's bank is under temporary administration, and its shares were seized as part of the criminal case against the former president's son.
It is also known that Ecosipan LLC filed a lawsuit in the Kyiv Commercial Court. The claims state that Ecosipan LLC paid UAH 567,49 million for 100% of VBR shares, and the deal was signed in March 2015. Accordingly, Ecosipan LLC is demanding the reversal of the Deposit Guarantee Fund's decision to refund the contribution paid by the company to participate in the tender to select investors for the withdrawal of PJSC VBR from the market. The register of court decisions indicates that, in April of this year, the Kyiv Commercial Court, in response to this lawsuit, prohibited the NBU from revoking VBR's license, and the Deposit Guarantee Fund is prohibited from taking any action against Oleksandr Yanukovych's bank.
Viktor Polischuk owns a controlling stake in Ecosipan LLC. He is known as the owner of the Technopolis home appliance chain, which acquired its competitor, the Eldorado chain, in 2013. Polischuk is also the owner of Mikhailovsky Bank.
Polischuk's wife, Liliya Rezvaya, manages the Gulliver shopping and office center in Kyiv. She is the niece of Russian Prime Minister Dmitry Medvedev's wife, Svetlana Medvedeva.
