Vladimir Bashliy, head of the Lubensky District Department of the State Emergency Service, demanded and received a $1000 bribe monthly for passing inspections at a brick factory. Only the middleman, who received $100, was sentenced, according to ORD.
On September 14, the Lubny City and District Court sentenced local businessman Ihor Kravetsky, who acted as an intermediary in a corruption case. Judge Tatyana Bessonova fined him 34 hryvnias. This was reported in the court rulings registry and the Judicial Authority website.
According to case materials, Igor Kravetsky, a Lubny resident registered as a sole proprietor, is well acquainted with Volodymyr Bashliy, head of the Lubny District Department of the State Emergency Service of the Poltava Region. In May 2021, he offered his assistance to a representative of Tarasovsky Brick Plant LLC. For $100, he promised to resolve the issue of State Emergency Service fire safety inspections regarding compliance with industrial and fire safety regulations at the plant.
In order to receive the appropriate conditions and avoid having inspectors present at their facilities, the company representative had to pay $1000 to Bashliy himself.

The channel uploaded three videos with audio recordings of conversations, subtitled as if they were dialogues between Vladimir Bashliy, Igor Kravetsky, and a representative of the TCZ company.
The fragments also note that Vladimir Bashliy is allegedly a "Rodny Kum" and is friends with the head of the regional State Emergency Service, Vladimir Salogub. He is supposed to receive $1000 per month for his continued loyalty to the plant, and that he has received similar payments from other companies on numerous occasions. One of the recordings allegedly also shows the transfer of the first tranche.
However, the court records contain no information about any investigation specifically against the head of the district department of the State Emergency Service. Even the materials about Kravetsky were published after the charges were filed. Therefore, we assume that Bashliy was not, and will not be, even among the suspects.
Judging by the conversations on the recordings, it becomes clear that Vladimir Bashliy is enjoying the protection of the head of the State Emergency Service in Poltava Oblast.
