On September 25, 2014, media reports emerged that the pre-trial investigation into the tragic events of May 2 in Odessa had been completed. This was announced by Zorian Shkiryak, Advisor to the Minister of Internal Affairs of Ukraine.

Following the investigation, charges were brought against 24 individuals, nine of whom are wanted. These individuals were directly involved in mass riots, arson, incitement, and beatings of Odessa residents. However, not a single official was included on this list.
Activists have previously released information regarding the improper organization of the firefighting and rescue efforts at the Trade Union House by Vladimir Bodelan, the former head of the State Emergency Service in the Odessa region.
It was precisely because of his personal order that fire trucks were unable to respond to the emergency and begin extinguishing the fire and rescuing people, since it was Bodelan who did not allow any special equipment to go to the scene.
Only 30 minutes after the fire started, firefighters received the go-ahead to deploy fire crews.
The State Emergency Service of Ukraine conducted an internal investigation, during which Vladimir Bodelan's guilt was established.
However, not only has he not been held accountable, but he is also running for People's Deputy in the Verkhovna Rada of Ukraine in constituency No. 143 (Izmail).
The activists filed a complaint with law enforcement agencies about the crime committed by Bodelan, demanding that he be held criminally responsible.
