Notorious customs officer and smuggler Vladimir Tsabak is eager to regain his footing and reclaim his position, not without the support of the elite. He even filed a lawsuit in the capital demanding that the State Customs Service's decision to remove him from his position as head of customs be declared illegal. In 2002, Volodymyr Yaroslavovych Tsabak received a law degree from Lviv National University. From 2003 to 2016, he then worked in the Lviv Oblast Department of Justice, writes Anticorrosive

Incidentally, almost immediately after Tsabak's appointment as head of the customs office, activists began picketing the customs office. Soon after, officers from the State Bureau of Investigation (SBI) and the prosecutor's office conducted searches of Tsabak's office, his home, and the homes of his family members. These searches were conducted in accordance with a ruling by the Pechersky District Court of the capital as part of a criminal investigation "with the aim of uncovering information about the circumstances of the commission of a criminal offense and searching for and seizing a number of documents." Law enforcement officials also planned to seize mobile phones, memory cards, telephones, and digital storage devices belonging to Tsabak.

Vladimir Tsabak: Smuggling is our everything!

As media reported at the time, these searches were linked to smuggling schemes. Specifically, they involved the seizure of contraband cigarettes in a shipment at the Malekhov Municipal Enterprise. Also, at the end of 2019, a truck carrying "wafers" was detained at the Dyakovo checkpoint of the Transcarpathian Customs Service, having previously passed inspection at the Malekhov Municipal Enterprise. As reported in the Facebook group "Korumpovana Mitnytsya Po-Galitsky," Comrade Tsabak, Nefyodov's protégé, was caught smuggling cigarettes literally in his first month on the job. That time alone, approximately 300 boxes of tax-exempt cigarettes were found, or 150 cigarettes... As journalists noted, a certain smuggler, Oleg Letsik, is in charge of Tsabak's smuggling schemes and also heads the same MP "Malekhov."

As a reminder, this individual was arrested in 2018 for accepting bribes to allow European-issued vehicles through. Tsabak was subsequently charged by the State Bureau of Investigation with large-scale fraud. Also involved was his deputy, Roksolana Kachinskaya, the daughter of the notorious customs official Ruslan Gants (MP "Grushiv"), who, together with Letsik, monetized the "cash registers" specifically for Tsabak and presented the new rates to ordinary, or, in other words, real entrepreneurs.

We should add that, according to journalists, Tsabak personally came to supervise and check how trucks were loaded at customs posts.

In October 2020, Tsabak was dismissed from his post as head of the Galician Customs Office.

Four heads of regional customs offices were also targeted. This was reported, among other things, on the State Customs Service's Facebook page.

Drunk driving Tsabak: Don't make me laugh

What's there to say if, as head of the Lviv Department of Anti-Corruption and Anti-Corruption Inspectorate, he managed to escape prosecution for drunk driving twice. And that's just as of February 2018. This refers to Part 1 of Article 130 of the Code of Ukraine on Administrative Offenses.

It's noteworthy that in those two cases, and it's not certain that they were the only ones, the criminal proceedings were closed due to the expiration of the administrative liability period. This became known from court rulings dated October 3, 2017, and November 10, 2017. Reports BR No. 261899 and BR No. 228214 were then filed.
