Stefan, who became infamous for the cynically organized attack and abuse of an elderly man and two women in Dnepropetrovsk
Part 1. The Double Life of Vlad Stefan – The Balloon Deflates
The few supporters of Kryvyi Rih's vociferous Maidan are dwindling every day. Their last protest, held outside the city hall, attracted no more than 50 people. And that's including the journalists who arrived. But despite the catastrophic lack of credibility among Kryvyi Rih residents, some individuals continue to claim to speak "on behalf of the city community" at protests they've devised for themselves.
One such impostor is Vladislav Stefan, who became infamous not so much for his numerous unsuccessful "campaigns" against various government agencies, but for his cynically orchestrated attack and abuse in Dnipropetrovsk against an elderly man and two women—employees of the Kryvyi Rih City Executive Committee. We'll return to this vile incident a little later, but for now, let's briefly review Mr. Stefan's very strange political (and other) biography.
The Changeling's Environment
What (or who?) allows this previously modest deputy of the Zhovtnevyi District Council, who has in every way demonstrated his ardent loyalty to the Party of Regions, to behave so unprincipled and, so far, with impunity, walking around surrounded by strange young men, as they say, "very athletic-looking"?
Many of these "athletes" are associated with the local branch of Svoboda, which was long headed by Yuriy Nastusenko, known in certain circles by the nickname "Boxer." He had barely celebrated his 18th birthday when he received his first prison sentence for hooliganism. His second conviction was for robbery and possession of a firearm. His third was for extortion as part of an organized crime group. His total sentence was twelve and a half years.
Other interesting connections between Vladislav Stefan and a certain Vasily Gunko can be traced through a strange organization with the beautiful name of “Union of Citizens of Krivoy Rog.”
In recent years, Vasily Gunko was known for recruiting people for dirty work on construction sites in Russia. Today, at least 10 people—residents of the city who managed to return—have "complaints" against Gunko, as the "work" he promised turned out to be, in fact, slavery. How many more people Gunko transferred to Russia remain there on construction sites, and how many of them are still alive, is unknown. What is known is that, after a series of such transactions, Vasily bought himself a white Mercedes-Benz (license plate AE 0634 HH).
It's unknown whether Vasyl used this Mercedes to visit representatives of the All-Ukrainian Union "Svoboda" in Kyiv this spring, but upon returning to Kryvyi Rih, he immediately founded the very same organization, the "Union of Citizens of Kryvyi Rih," together with Mr. Stefan. They are said to have been given one task: to stage as many high-profile protests as possible, with photo reports provided to the "masters."
It's unclear who else is included, but Gunko enlisted his friend Ivan Chikin to carry out these tasks. He was tasked with recruiting certain individuals into the "combat units." According to available information, they were to be used in violent operations to seize and redistribute businesses. As for Chikin himself, he had already been wanted and detained under Part 1 of Article 164 of the Ukrainian Criminal Code (malicious failure to pay child support is punishable in our country by up to two years in prison).
Furthermore, according to the online publication From-Ua.com, Gunko and Chikin are described in knowledgeable circles as people prone to drug use, specifically methamphetamine. According to the same source, Chikin was involved in the production and distribution of "hard" synthetic drugs in the Ingulets district of the city.
Maxim Demidov, the "leader" of the Kryvyi Rih Automaidan, has also repeatedly offered to support local "activists." He, incidentally, is quite a remarkable figure. In 2003, he was convicted by the Saksagansky District Court under Article 186 of the Criminal Code for robbery, no less. After a brief period of freedom, he was tried in 2009 by the Central City Court under Article 190 of the Criminal Code for fraud.
The current period of his biography is far from rosy. The Dolgintsevsky District Police Department opened an investigation under Article 185 (theft). And the Saksagansky Investigative Department had "complaints" against him under Article 189 (extortion). As for his moral character, in 2012 he was twice brought to administrative responsibility for domestic violence. He "dealt" with his ex-wife, Anzhelika, on his own, without the help of a dozen thugs.
What else is Stefan silent about?
It's no surprise that Mr. Stefan prefers to remain silent about such an environment. However, this "double game" apparently extends to Mr. Stefan's business life as well. Inspired by his "freedom," on the one hand, he feels like an unpunished "master of the situation" and demonstratively "gives orders." On the other, he secretly asks Kryvyi Rih entrepreneurs for "financial assistance" in exchange for mythical promises of local government positions. However, in this crowd of criminals, domestic abusers, persistent child support defaulters, and drug addicts, perhaps being seen as a simple "scammer" isn't so scary...
At least, it's not as scary as if the city's general public had learned of Deputy Stefan's ownership of five paid parking lots in Kryvyi Rih and his failure to pay more than one and a half million hryvnias (!) in taxes to the budget (and thus to the city's very same community). Why is the latter scary? Not only because the courts have already heard this case (and clearly not in Stefan's favor), but primarily because he himself (along with Gunko) distributed a leaflet demanding, mind you, the return of unpaid land use fees to the city. The issue of taxes is also a key part of his other "protests."
As we can see, duplicity is a hallmark of Mr. Stefan's nature. Incidentally, he married none other than the daughter of the owner of the largest contractor servicing ArcelorMittal Kryvyi Rih. Soon, somehow, the people's representative acquired a Jaguar alongside his Škoda Octavia, with the exact same license plate number—AE 2577 AI. Apparently, this was so that his "friends" would know the license plate number and avoid vandalizing the luxurious property. But let's return to the previous paragraph.
"The Sabbath of Scum"
The apotheosis of Vladislav Stefan's impunity occurred on October 31st near the building of the Commercial Court of Appeal. A crowd of approximately 30 sports figures, encouraged by Stefan, attacked and harassed an elderly man and two women for a long time.
Unlike some publications that have apparently forgotten the concept of journalistic ethics, we will not name them or revel in the details of the mob's abuse of defenseless people. We will leave only the fact: an organized group of thugs outside the courthouse, in full view of passive police officers, is abusing women. As a reminder, Stefan owes the Kryvyi Rih municipality 1,5 million hryvnias in back taxes for the parking lots he owns, and it was precisely the people he lynched who had previously tried to recover this money from the residents of Kryvyi Rih through the courts.
We won't comment on what happened, but we'll simply provide below comments from Krivoy Rog residents themselves on a number of city websites (spelling and punctuation preserved):

Why should people like Stefan use land that belongs to all city residents and still have to regulate rent? And the most vile thing is that this inhumane person is taking advantage of the country's situation, beating up the city by refusing to pay the land rent debt and orchestrating such actions with the help of these thugs.

They've disgraced the city worldwide. The video is trending on YouTube. The comments are mind-blowing. For example, a guy from Berlin writes that he's going to show his neighbors what Ukraine is like. A Pole can't believe such a thing is even possible. He says it's a montage. Belarusians, Latvians, and the entire CIS are calling our city the mildest version of Somalia...

Place the faces of these Heroes on billboards around the city and see how many people in our city will thank them (especially in the Arcelor and Gokov area) – they have enough face space and health to receive all the words of gratitude.

I'm ashamed of our country, ashamed of our citizens. Where are we heading? Where is our humanity, our dignity? Come to your senses, Krivoy Rog residents! We are peaceful, kind, and hardworking people!!! We are Ukrainians, not savages and lawless people! Don't fall for the provocations of this fascist-nationalist bunch of idiots, underachievers, and subhumans!!!!!!!!!!!!!
Well, 15:14:08, November 01, 2014
A man who raises a hand against a woman is automatically considered a homosexual; now we'll have more of them in the country. They behaved like jackals, a crowd of heroes. 30 people aren't the whole of Kryvyi Rih, and you don't need to sign for everyone. The woman was a genius, she behaved with dignity, respect to her, although the man behaved normally too...

A sabbath of scum. On Halloween... Stefan threw his reputation as a person into the trash bin and sent his career as a politician to the trash.
What drove Mr. Stefan to commit this massacre against women? The example of his supporter, Maksym Demidov, who beat his wife? Or the intoxicating feeling of impunity? Or someone's "order"? Whatever the case, if we still live in a state governed by the rule of law, law enforcement agencies should assess these antics. As for the residents of Kryvyi Rih themselves, they've already given Stefan their assessment: a measly 3% of the votes for his candidacy in the last elections.
Incidentally, at one of the "protests" outside the executive committee building, even the 40 people present reacted with contemptuous whistles to the supposedly public demand to appoint Stefan deputy mayor. Essentially, it's a political death sentence. Therefore, whoever is behind Stefan's antics today will likely stop supporting him. The balloon may still bounce, but it's already deflated...
To be continued ...
