The Kyiv City Council Secretariat refused to publish a petition on its website from activists calling for the prosecution of construction fraudster and financial swindler Vadym Stolar, who is now vying for the role of the capital's top overseer. Stolar, the notorious founder of the infamous Elita-Center construction company, defrauded 1500 families by failing to complete their homes. The Kyiv authorities are still dealing with the consequences, using funds from the city budget. Stolar is now promoting an unprecedentedly brazen development of the coastal zone for the "Sunny Riviera" residential complex: concrete instead of a beach for Kyiv residents. Activists claim Stolar is continuing the strategy he used under Chernovetsky: alternating illegal decisions by city officials and courts to ensure construction continues.

 

Another "business project" Stolar and his partner, Chernovetskyi's former son-in-law Vyacheslav Suprunenko, are the takeover of the Heavenly Hundred square. Recent events surrounding this location were bloody: on January 20, 2015, a pre-revolutionary building at 24V Mykhailivska Street burned down. Its residents had been actively fighting for the square to be transferred to municipal ownership. A Kyiv resident born in 1928 died in the fire. Dozens of people were left homeless.

Even setting aside the illegality of land allocation decisions and the blatant racketeering methods of Vadim Stolar, can we again entrust the construction of residential complexes to a businessman involved in Ukraine's largest construction scam, Elite Center?

Civic activists petitioned to prevent the emergence of a new "overseer" whose activities are harming Kyiv residents and disfiguring the city's historic character. However, the Kyiv City Council Secretariat deemed the petition's topic insufficiently relevant for publication on the website and emphasized that it "does not understand" what the Kyiv City Council can do in response to Stolar's illegal activities.

Or perhaps Kyiv City Council officials are in cahoots with Stolar, and have already been ordered to facilitate the activities of the Chernovetskyi-era business genius in every possible way, in exchange for a substantial financial reward? Once again, the gullible Kyivites, at whose expense Stolar is building his business empire, will be the ones left to blame.
