The head of the Desnyansky District State Administration is demanding that the Kyiv City State Administration pay him a substantial sum as a monthly bonus and allowances, writes Informator.
He initially requested 200% of his salary "for actual time worked," and in his letter, he wrote that he wanted a bonus for holding meetings and work appointments, plus " ensuring the functioning of the email system ." A week later, when the Kyiv City State Administration hadn't approved his December bonuses, he made a second request: where were the funds?
How the "Lord of Troyeshchyna" is talking nonsense
The Ukrainian News outlet reports on the Desnyansky District State Administration's head's mental anguish . It published several letters from the district administration's head, Iryna Gumenyuk, to the Kyiv City State Administration, which spoke of Maksym Bakhmatov's intense and complete dedication to the community. The first letter, dated late December 20th , lists all the events in which her boss was directly involved.
This includes holding meetings, working sessions, and participating in celebratory events—championships, awards ceremonies, etc. In particular, Mikhail Bakhmatov believes he deserves a double bonus for "accepting the Bethlehem Peace Flame from the Scout organizations" and ceremoniously opening the first mobile shelter near the Kyoto movie theater (the installation of which, as Informator wrote, the "lord of Troyeshchyna" had nothing to do with: it was donated by a concerned business, and the Regional State Administration merely added it to its balance sheet).
Moreover, the head of the Desnyansky District State Administration selflessly "ensured the functioning of the email service for sending citizens' requests electronically" through the official website. These and other contributions were not appreciated by the Kyiv City State Administration: Bakhmatov's request for a 200% salary increase was never responded to. Then, the head of the District State Administration's staff, Iryna Gumenyuk, again wrote to the city authorities.

"We request that you inform Maksym Isanovich Bakhmatov, head of the Desnyansky District State Administration in Kyiv, of the reasons for the disagreement and non-payment of the monthly bonus and work intensity allowance for the previous months, taking into account the submission of all necessary documents ," she wrote in a letter to the Kyiv City State Administration.
It's worth noting that, despite the unclear mechanism for subordinating district state administration heads to the Kyiv mayor and the fact that district "leaders" in the capital are appointed by the president without the mayor's involvement, the city still pays officials' salaries from its own budget. Therefore, the authority to which Maksym Bakhmatov applied for "bonuses" at the end of the year is the appropriate one. But the claims of the "lord of Troyeshchyna" are surprising in themselves, especially after he entered into open conflict with Vitali Klitschko's entourage —and personally with his deputy, Anna Starostenko.
How Maxim Bakhmatov admitted to a mistake in court in the spring, and then caused a stir himself.
As a reminder, in early December, Informator reported that Maksym Bakhmatov, head of the Desnyanka District State Administration in Kyiv, admitted his mistake in a court hearing. This does not refer to his altercation with Anna Starostenko, Kyiv's deputy mayor, within the district state administration, but to an earlier incident with her colleague, Maryna Honda. The official filed a lawsuit against him over her alleged participation in a "drunken party" at one of the Kyiv City State Administration departments in 2022.
And in August 2025, the "Lord of Troyeshchyna" himself found himself in a scandal : on August 27, 2025, during an official's report at the Desnyansky District Administration, Anna Starostenko, also the deputy chair of the Kyiv City State Administration and a member of the Kyiv City Council, took the stage. The district head then literally dragged her around the stage, shouting that he was the president's representative.
