“Economic Pravda” has already published an investigation about the concentration in the hands of one of the financial and political groups of low-level housing and communal services enterprises in Ukraine.
During the reign of Viktor Yanukovych, the oligarchs were picking up state and communal enterprises like hot cakes.
They believed, however, that half of the enterprises of the galusa belonged to “Sima.”
For several years before Yuri Boyk and Dmitry Firtash, the companies tried to take over the concession of several water utilities. Only three attempts would have been successful, but, best of all, the business partners must not rest on their achievements.
Moreover, the management of the “gas workers” controls the water utility for the clever political minds of the “regionals” and the Vidensky connection of Firtash.
Apparently, the utility concession may not be transferred to power, but rather transferred to a long-term lease. Every time the concession object is analyzed for the possibility of capturing profits and the investment requirements are considered.
When a concession is transferred, the following problems arise: payment of quarterly payments, actual investments are subject to the agreement and the formation of a corporate structure, if information about the final beneficiaries is “lost” in offshore zones.
After the previous publication, there was dissatisfaction with these figures. According to these words, no one intends to alienate the power of the communities, taxes will be paid to the registration office, and planned investments in the object will become a reality.
In connection with this, it is important to analyze the results of the activities of the management of the concessionaires, compared with their declared goals.
Through the difficult situation at the gathering of Ukraine, it is possible to take the river results of the activities of Bilotserkivvoda LLC. The company is part of a structure whose ultimate beneficiaries, most likely for all, are the gas workers group.
Therefore, the operational management of the communal lane takes place at the boundaries determined during the negotiations and similar norms of the agreement with the municipality.
Constant complaints about the acidity of water in the largest city of the Kiev region immediately remind the director of Bilotserkivvoda Olza Babii about the need to work for the benefit of the city community. You'll have to give yourself up to making water by stealing, just show the hour.
It is clear that due to the wear and tear of fixed assets, it is impossible for water to become sour. Tim no less, the concessionaire is talking about investment reductions. A conductivity meter was added to the laboratory of drinking water for purifying sporids, and a check valve was added and installed at the pumping station of the first stage.
Two massacres were expected to confirm that Boyko and Firtash were no longer covered by the concession of the Bila Tserkva water canal, and the rightful winner was people’s deputy Volodymyr Polochaninov. The interview with him is a little lower.

Of course, the concessionaire manages the mine more efficiently than the politically favorable candidate. Therefore, transferring the lane to operational management is not necessarily bad. The power has always compromised on the effectiveness of private structures, and even more so with the blatant control from the side of the ruling structures.
In fact, the local political elite together with director Babii took responsibility for the proper delivery of water supply and drainage services.
Acting White Church politicians insist on social media and public meetings that Polochaninov’s group is forever taking control of vitally important businesses. These facts were not confirmed by any documents.

Another fruit of the fruition between Polochaninov’s group and the oppositionists was the mini-GES project near the White Church. The generated energy had to be sold to the powers under a “green” tariff - in Ukraine, which is not found in Europe.
The intensity of the stream that could be generated by the HES is almost equal to the needs of the water utility. According to Polotchaninov, by signing the contract with Bilotserkivvoda, the concessionaire could fix the amount of electricity available for a few rocks, which would make it possible not to pay a tariff from this warehouse.
Under this authority, LLC “Hydro-Invest” pays taxes and fees. The enterprise was registered with the White Church in the office center on Torgova Street, 10. The key political leaders of the place were called Polotchaninova.
According to the state register, the official register of the company “Hydro-invest” and PAT “Closed non-diversification corporate venture fund “Titan”.
Such structures are likely to be created to transfer their corporate rights to the management of individuals who have been elected or appointed to the position. The author recently described innovations in the transfer of assets to the management of other persons.
Opponents of everyday life are playing a map of environmental disaster.
However, after detailing the layout of the rowing, an expert in the energy sector, the defender of the head of Naftogaz, Oleksandr Todiychuk, made a decision so that significant damage to the life of the mini-GES will not be forgotten. The design of the rowing does not interfere with the structure of the boat, and only allows water to pass through the turbine blades.
The main argument of opponents of everyday life is that the turbine is like a fish, and through it there is a river. However, installing a special mesh can solve this problem, it seems to the fakivts. It seems that the groups are increasingly fighting for economic reasons.
The court process is disturbing, in which deputy Valeriy Yamkovy discredited the decision of the mayor for the sake of allowing this dispute to proceed. The servants of Themida supported this position of the daughter, but the court battles had not yet ended.
It’s important that the interests of the local self-government body are stolen by a lawyer who, according to Yamkovy, works for Bilotserkivvoda. The director of the enterprise, Olga Babiy, denied the fact of such practice, although she confirmed the fact that the lawyer represented the interests of Bilotserkivvoda.
This is a direct confirmation of the fact of the connection with the water utility and the existence of the GES. Thank you for everything, behind both projects there are the same people who have the same business interests.
Modernization as a result
Modernization and investment in the fixed assets of the mine taken from the concession will require not only capital, but also contractor companies. Until the moment when all repairs were transferred to the concession, Bilotserkivvodokanal worked for the sake of government officials and forces. Now the situation is desperate: Bilotserkivvoda is hiring contractors.
It’s correct, it’s important to say, because it’s not clear how much repairs were carried out for the front kervniks. Most of the pipe bursts were cleared out without breaking the ice.
According to the director of Bilotserkivvoda, preparation before the repairs will take an hour. First, we need to prepare the project documentation, then carry out an examination, and then wait for the paper with the Bilotserkivska Miskrada.
In practice, the general term for carrying out preparatory work before design will require 30-60 days, and design and project completion will require three to six months.
Please pay attention to the formula that determines the amount of the quarterly concession payment. Without being an expert, it is impossible to understand.
During the period of management of the Bilotserkivsk community mine, Bilotserkivvoda paid the following concession fees: for the third quarter of 2013 - 553,210 UAH, for the fourth quarter of 2013 - 553,210 UAH, for the first quarter 2014 roku — 569,807 UAH.
Babii noted that the concessionaire of the North Donetsk water utility pays 3 million UAH for the river or 750 thousand UAH per quarter. Thus, every time the transfer of the mine gives different results - about the size of payment for concession fees, not regarding the scale of modernization and its era.
Behind the words of Babii, all transfers of taxes and fees are covered by the current legislation. The food itself was one of the main points, as a result of the structure of power and the final beneficiaries on the territory of Cyprus, it was possible to bypass the high level of fiscal payments with the island republic. “Belotserkivvoda” pays taxes for the purpose of relieving labor. In another year of 2013, the company allocated 5,681,935 UAH to the budget, and in 2014 - 8,325,210 UAH.
Hromadsky control
By analyzing information about the activities of the concessionaire, it is possible to draw conclusions so that no serious violations are identified. So, there are problems, but the network stinks. Moreover, the concession may be the only option for bringing the housing and communal services sector to a completely new level in the shortest possible time.
Until now, the same great city of Ukraine has not carried out systematic work to reduce the supply of centralized heating services, water supply and drainage. The fixed assets of enterprises are worn out and obsolete.
The transfer of great complexes to private hands does not seem to be an intrusive idea for deputies of local councils. Only full-scale control over the payment of payments, modernization and repairs can become a key mechanism for the successful functioning of the concession institution in Ukraine.

— What is your connection to Hydro-Invest LLC and the construction of a mini-hydroelectric power station near Bila Tserkva?
“I am neither the owner nor the ultimate beneficiary of this project, but I have been and continue to be a supporter of any alternative energy projects.
We will feel the full extent of Ukraine's dependence on imported energy this winter. Therefore, projects that bring energy independence, if not to the entire city, then at least to strategic enterprises, are a vital necessity and a matter of survival.
— If you don’t have it, then who is behind the construction near the dam?
— An investment fund willing to invest €2,5 million in this project. I don't know the full ownership structure and have never tried to find out. If you're interested, inquire with the company itself.
The fund's motivation is that there is a consumer for the entire volume of energy generated—Belotserkivvoda. Belotserkivvoda's motivation is that it has the ability to fix or forecast energy price increases.
My motivation as a Belotserkovsky resident and consumer is obvious: revenue for the local budget and the predicted cost of energy, and therefore water.
— Do people connected to you work for the Belotserkovvoda concessionaire? Did people connected to you work for the Belotserkovvodokanal municipal enterprise?
— My father-in-law worked as the director of the municipal enterprise. He's retired now.
— How successful is the work of the water utility concessionaire?
"It seems to me that the results, even in such a short period, are obvious. This means an additional 4 million hryvnias for the city budget. This means constantly improving water quality. This means projects for modernizing the company's main production assets, either completed or in the development stage."
More has been accomplished in one year than in the entire twenty-three years of independence. I am convinced that only a public-private partnership can save the housing and utilities sector.
Why are city council members from the Svoboda faction rejecting the possibility of transferring public utilities to concessions?
"They're either idiots or enemies. The job of city authorities and council members is to ensure the conscientious fulfillment of the concession terms and to be a champion for those investing in the city's infrastructure."

To be against such investments means to be an enemy of your city or a complete idiot who has no idea how the rest of the civilized world lives.
— What is the connection between the Firtash-Boyko group and you?
"I've known Boyko for many years. We sometimes play football, go for bike rides. He brought me back into hockey after a 20-year hiatus, for which I'm grateful."
We have, to put it mildly, different views on politics. If you recall, I voluntarily resigned from my position as first deputy head of the regional state administration and refused to join the Party of Regions. That was in 2010, not 2014. I have never been a business partner of Boyko or Firtash.
"There's information that Boyko simply shielded you from Yanukovych's people. This was confirmed by the Kyiv prosecutor's office. They currently have materials on Kyivvodokanal and Pavlo Litovchenko. Did Boyko shield you from the 'portrait'?"
"I don't know. That question would be better addressed to Boyko or Yanukovych. Even if it did happen, I doubt I would have learned it from Boyko, much less Yanukovych."
— Do you have any relation to the concessionaire Belotserkovvoda?
I am neither the owner nor the ultimate beneficiary of the company. I know the company's management personally. I believe its director is not only the right person, an effective manager and professional, but also someone with moral principles that align with my own.
I've made no secret of my sympathy for the Belotserkovvody team and what they do for the company and the city. If they continue in this spirit and go public, I'll become a shareholder myself.
While decentralization in the country exists only on paper, such enterprises are still unjustifiably dependent on central government. I have helped and will continue to help the enterprise.
— How much money did you spend on the two stadiums as part of the "Rukh Molodi" project (Polochaninov and footballer Tymoshchuk's sports development project. — EP)?
"Two stadiums and a workout area cost as much as a new Mercedes or Range Rover. Every time one of those cars drives by, you know it's the best schoolyard and sports facilities in Ukraine just passed."
