As reported in a segment on the program "Nashi Groshi," in December 2014, the Western Housing and Maintenance Directorate of the Armed Forces of Ukraine, located in Rivne, purchased coal. The fuel proved to be unflammable due to poor quality.
The bureau's accountant reported that their agency rejected the fuel because it was contaminated with slag and non-combustible. According to the accountant, they have an expert opinion stating that the delivered coal contained large amounts of moisture and impurities.
It was reported that in early December 2014, Western Energy Management Company (Zakhidnoye KEU) entered into an agreement with OOZ for the supply of 16 tons of gas coal worth UAH 20,19 million. The bidding process was conducted through a negotiated procedure, as open bidding had previously been cancelled, and KEU selected the supplier at its own discretion.
OZ has previously been involved in controversial procurements. In 2013, the Lviv Regional State Administration's Department of Housing and Public Utilities decided to centrally purchase coal for schools and hospitals in several districts of the Lviv region. Twenty-two companies participated in the tender, and officials selected three interconnected companies with the highest bids. Two of these companies, OZ and Halychservis Avtotrans, were registered at the same address. The winning company was Oksana Kimakovska, the wife of an OZ representative. But what's most interesting is that coal began being delivered to the customer's establishments even before the tender results were announced.
Yana Gruzinska is the head of the Main Quartermaster and Operations Directorate of the Armed Forces of Ukraine. Prior to this, Gruzinska worked as a producer at Oksana Marchenko's Omega TV studio. Gruzinska and Marchenko also co-founded the travel agency Christopher Columbus Travel. The latter, as is well known, is the wife of Viktor Medvedchuk, Vladimir Putin's godfather.
